생활체육지도자 배치사업의 성인지적 분석: 생활체육지도자에 대한 성별영향평가를 중심으로

이 연구는 2000년 도입되어 일자리 사업으로 추진되고 있는 생활체육지도자 배치사업의 젠더 이슈를 파악하고 성인지적으로 분석하는 것을 목적으로 한다. 이를 위해 2008년 여성부에서 제시한 성별영향평가 지표를 분석도구로 활용하여 정책의 추진단계별로 성별영향 및 성인지성을 평가하고 정책 제언을 제시하였다. 분석 결과 첫째, 정책의 입안 및 결정단계에서는 의사결정에 영향을 미치는 생활체육위원회 내 여성위원이 거의 없을 뿐만 아니라 남녀 지도자의 성별 현실 파악, 성인지적 예산 편성이 이루어지지 못한 것으로 나타났다. 둘째, 정책 집행 단계에서 사업 홍보 및 추진은 양성평등한 방식으로 이루어지고 있으나 여성 지도자들이 일부 종목에 한정적으로 종사할 가능성이 발견되었다. 셋째, 정책 평가 단계에서는 여성 지도자의 사업 참여율 및 만족도가 높았지만 여전히 여성이 지위가 낮은 일자리에 적합하다는 인식이 존재하는 것으로 나타났다. 따라서 향후 생활체육지도자 배치사업의 양성평등성 제고를 위해서는 고용 안정성 확보 및 의사 결정 참여 등을 통해 여성 지도자의 지위 향상과 권한 확대를 도모하도록 사업의 개선이 이루어져야 할 것이다. This study aims to analyze the national posting project of licensed exercise instructors with gender-sensitive approach by conducting gender impact assessment. This research explored gender issues that influenced immensely on the planning, management and evaluation stage, and suggested some recommendations. The gender impact assessment was written out by employing 8 evaluation indexes and 11 detailed questions. Major findings are as follows. First, in planning and decision making stage, the national posting project did not reflect the current demands of instructors with gender perspectives. And the ratio of female members of the sport for all committees in local organizations was very low. Second, in operating stage, there was no gender gap in the way of advertisement and engagement of instructors. However, there is a possibility that female instructors are restricted within few sports such as aerobics, dance and weight training. Third, in evaluation stage, the participation ratio on this project and satisfaction level of female instructors were high. However, further attention is needed to the fact that female instructors tend to work in poorer circumstances in the labor market and thus revealed less dissatisfaction than their male counterparts as well as to the possibility that the male managers don`t have gender-sensitivity to notice problems. Finally, government officers, administrators at sport organizations and local managers should have gender-sensitivity and consider gender equality as an important factor in posting exercise instructors. It is necessary to encourage female instructors` professional growth and development and enhance the position of women within the public sport for all service.
