With the beginning of localization of power, the role of the newspaper becomes much more important. The local press do it's best to advance the development of local autonomy. It must move away from a focus on national issues and concentrate on local problems including critical analysis of local governments auditing and controlling practices. The main purpose of this thesis is to find out whether the administrative control of the local newspapers have moved their focus from national to local administration, through analysis the editorials. The result of the research was that the local newspapers were found lacking in their roles of collecting civil opinion and auditing and inspecting local government practices. Also the amount of reporting on national administration control is very high. These factors show that Korea has yet to escape the news reporting status of developing countries in that local autonomy and democracy are regarded with little value. My research into this problem has led me to recommend a new assignment for newspapers. First, the local newspapers must raise the amount of reporting of local administration issues. The reason for this is that the national newspapers are better equipped to handle national issues, and if the local newspaper don't specialize in their areas they wouldn't be asbe to survive the competition of the larger and better-funded national papers. Second, the newspapers should feel that the practices of local government administration are part of their responsibility. They should make suggestion on better methods even if they seem drastic. With this suggestion I feel that we can achieve a neutral administration control rather than the positive and negative controls. Third, local newspapers enlarge their range or administrative reporting. In other words, the main role of local newspaper should be to control new political environment and make administrators responsible for their actions instead of just reporting the structure of the administration. Fourth, the local newspaper need to be reborn as a voice for the people. Local newspapers have made superficial changes like the number of pages and typeset styles, but little has changed form it's purpose of propaganda tool the state to an outlet for the desires and frustrations of the people. Fifth, the newspapers must explore new ways to effectively play these new roles in the rigion. These must involve a broad range of the participants of specialists and tools.
