CPTED 측면에서의 초등학교 통학환경분석 : 대구 중구를 중심으로

등교하던 초등학생을 납치 또는 성폭행하여 상해를 입히거나 학교 운동장에서 아동에게 접근하여 범죄를 저지르는 등 학교주변에서 아동을 대상으로 한 강력범죄가 끊이지 않고 있다. 이에 대한 정부의 강경한 입장과 여러 정책의 마련에도 아동을 대상으로 하는 강력범죄는 지속적으로 발생하고 있다. 아동대상 범죄는 매우 부정적이고 치명적인 상처를 남긴다. 해당 범죄에 대한 강력한 후속 조치와 함께 사전에 범죄를 예방하고자 하는 종합적인 대책 마련이 요구된다. 본 연구는 대도시의 구도심에 위치한 초등학교를 대상으로 선정하여 학교주변 통학환경을 조사분석하였다. 선행연구의 고찰 및 기존 CPTED 평가기준에 현장조사를 통한 실정을 반영보완한 분석요소를 도출하고, 이를 기반으로 대상지역의 초등학교 통학환경을 조사하여 그에 따른 방범 방안 모색을 위한 기초자료로서 그 물리적 특성을 파악하고자 하였다. 그 결과 통학로에서 쇠퇴한 소규모 상업지역과 인접한 후미진 공간과 가해자의 은폐공간으로 이용될 가능성이 있는 곳이 다수 발견되었다. 학교주변의 녹지는 잘못된 관리로 인하여 범죄 불안감을 유발하고 범죄의 위험이 있는 장소로 변질될 우려가 있는 것으로 파악되었다. 통학로는 좁고 굽은 골목이 많아 아동에게 접근하는 가해자에 대한 감시가 취약하였으며, 일부 학교의 경우 여전히 폐쇄형 담장이 설치된 곳도 있어 외부에서의 감시가 불가능한 사각지대를 형성하고 있는 것으로 조사되었다. 구도심에 위치한 학교주변 환경에 대한 범죄예방 대책으로 통학시간과 거리 및 통학환경의 특수성을 고려한 통학구역의 재고와 통학로의 개발이 요구되는 것으로 판단된다. 학교 주변의 은폐 가능성이 있는 공간과 잘못 관리되고 있는 녹지에 대한 폐쇄, 담장주변 식재와 경비실 등에 대한 개선 및 주변 환경 대한 지속적 감시와 관리가 필요한 것으로 파악되었다. Violent crimes against children such as kidnap, rape, or injury are continuing around the school and despite the government s tough stance and various policies on the issue, they are constantly occurring. Crimes against children leave very negative and fatal scars; therefore, a strong follow-up to the crime is required, as well as comprehensive countermeasures to prevent the crime in advance. This study selected elementary schools located in the old city center of a metropolis and analyzed the commuting environment around the school. Based on the analysis factors that reflect and supplement the actual conditions through on-site surveys and the existing CPTED evaluation criteria, the school environment of elementary schools in the target area was investigated to identify the physical characteristics of the study as basic data for finding ways to prevent crime accordingly. As a result, a number of rear-end spaces adjacent to the declining small commercial areas of the school road and possibly used as cover-up spaces for perpetrators were found. Green areas around the school were found to be likely to cause criminal anxiety and turn into places at risk of crime due to poor management. The school roads were narrow and curved, making them vulnerable to monitoring of assailants. It is deemed that as the measures to prevent crimes against the environment around schools located in the old city center, the inventory of school zones and the development of school routes, taking into account the characteristics of commuting time, distance, and school environment are required. It is found that the closure of potential cover-ups and poorly managed green areas around the school, improvement of plant and security rooms around the fence, and continuous monitoring and management of the surrounding environment were needed.
