본 연구는 중국 자동차 부품산업의 기술혁신을 해외로 부터의 기술이전에서 찾는다. 과거 시장환기술 정책은 중국에 투자한 해외 부품업체로부터 기술을 이전한다는 전략인데 이 정책의 기술이전 효과는 사실상 크지 않았다. 이에 중국 부품업체는 적극적인 해외투자 전략으로 선진국기업을 M&A하여 필요한 기술을 습득하려 하였다. 이에 본 연구는 중국부품업체의 해외 M&A 및 기술이전 사례를 조사하고, 실제로 어떤 기술을 습득하였는지 특허 데이터를 통해 분석하였다. 완샹그룹, 웨이차이, 쥔셩전자, 닝보화샹전자, 완펑아오터 등 5개 주요 부품회사의 해외 M&A 사례를 분석한 결과 완샹의 경우 해외 M&A 이후 중국에 합작회사를 설립하였고 배터리 관련 특허를 대량으로 출원하여 해외 기술 습득과 기술혁신의 성과를 보여주었다. 이에 비해 나머지 4개 회사는 피인수기업과의 공동 또는 독자적인 기술 개발의 증거를 찾지 못하였다. M&A를 통해 선진 기술을 도입하고 첨단 제품을 생산하게 되었을지는 모르지만 그 기술을 내부화시켰다고 볼 수는 없었다. 중국 정부의 부품산업 정책은 대형화를 통한 경쟁력 제고이다. 큰 기업이 양질의 기술을 개발할 수 있다는 논리인데, 중국 기업들의 특허를 분석해 보니 소수 기업에 특허가 너무 집중되어 있었다. 기술혁신의 성과가 극소수 기업에게만 집중된다면 전체 부품산업의 발전에는 부정적 영향을 줄 가능성이 크다. This research undercovers the technical innovation of Chinese auto parts industry based on the technical transfer from overseas. The ‘exchange market for technology policy’ in the past was to receive technical transfer from the auto part industries that have invested in China but was not effective. Thus, Chinese auto part companies, through aggressive overseas investing, attempted to acquire essential technologies through M&A of the companies of the developed countries. This research investigated the cases of Chinese company’s technical transfers and M&A of the foreign company and analyze through data the actual type of technology acquired. Through analyzing the overseas M&A by the major auto part companies such as Wanxiang, Weichai, Joyson electronics, Ningbo Huaxiang electronics, and Wanfeng, it was discovered that Wanxiang established a joint venture in China and applied a mass number of battery-related patents. Contrastingly, the other four of the major companies has shown no evidence of collaborative nor exclusive technology development as the result of cooperation with the acquired companies. It could be said that the advanced technologies were introduced to the industry and has enabled the production of up-to-date products, but it was hard to be concluded that those resulted in internalization of the technology. The Chinese government’s policy on auto parts industry is to enhance the competitiveness through enlargement of the companies. This means that it is easier to develop high quality technologies when the company is bigger. However, through analysis, the patents were observed to be too concentrated in few companies. The results can be a negative factor to the whole industry when it is only achieved by very few number of companies.
