스포츠행정 경영 : 공공체육시설의 현황과 문제점 : 능률성 , 효과성 , 형평성을 중심으로

공공체육시설은 시설의 설치 그 자체만으로 역할을 다한 것이 아니다. 시민들이 이 시설을 적극적으로 활용하여 체육수요의 충족에 기여하도록 운영되어야 하는 것이며, 이를 뒷받침할 수 있도록 시설운영체제가 고도화되었을 때 비로소 목적달성에 부응한다고 할 수 있다. 이에 본 연구는 그간 우리의 공공체육시설이 얼마나 시설설치의 목적에 부응하여 운영되고 있는가에 대한 현황을 파악하고 이에 따른 문제점을 분석하는데 목적을 두고 있다.본 연구에서는 공공체육시설의 현황과 문제점에 대해 도시정부가 제공하는 서비스공급의 적절성에 대한 기준으로 제시되는 능률성, 효과성, 형평성을 중심으로 분석하였다. 세 가지의 기준을 측정할 수 있는 구체적 방법으로, 시설현황을 토대로 하여, 관리운영의 방식, 시설의 활용도와 시설활용의 형평성, 운영수지, 시설관리로 구분하여 검토하였다.현재의 관리운영의 실태를 분석해 본 결과, 공공성의 확보와 효율성의 극대화 어느 쪽도 만족스럽게 달성하지 못하고 있는 것으로 밝혀졌다. 체육시설설치의 목적을 새롭게 정립하고 이에 걸맞은 관리운영체제의 확립이 절실한 실정으로 미루어 본 연구 결과는 기존의 시설을 효율적으로 활용하기 위한 공공체육시설에 대한 관심과 연구가 활성화되어야 할 것을 시사한다. Sport facility is a major factor to provide the opportunity that the mass is involved with sport. Especially, while more people spend more time for the physical activity, public sport facility should be fully established in both of the quality and the quantity. It is time to analysis how the public facility South Korea is going on.The purpose of this study is to exam the current status of the public sport facilities, then is to investigate the significant problems within them. This study analyzes the status and problems on the public sport facilities based on efficiency, effectiveness and equity. By utilizing those three criterions, the study separates and evaluates the way of management, the application of the facilities, the equity of the facilities, the fiscal management of the facilities and the management of the facilities. Finally, the paper suggests following research to reform problems in the public sport facilities.

본 연구는 국내외적인 행정환경의 변화에 직면하여, 우리나라의 공공체육시설에 대한 향후의 경기장별 개선방안을 제시하는데 목적이 있다. 본 연구는 설문조사와 이론을 적용하여 대안을 찾기 위해 Flow Chart식 결정방법을 활용하였다. 설문조사는 공공체육시설 운영직원(공무원), 전문가집단, 시설이용자를 대상으로 하였다. 이 중에서 직원과 시설이용자는 지역별 안배를 고려하여 대상을 선정하였고, 전문가집단은 전수조사를 하였다.본 연구의 결과, 공공체육시설 관리운영은 가능한 한 공무원 직영체제에서 민간의 활력을 적극적으로 수용하는 근본적 변화를 도입하는 것이 바람직한 것으로 분석되었다. 부분적으로는, 기존의 공무원 조직으로 운영하는 것이 바람직한 시설도 있었다. 그러나 이 경우도 책임경영제로의 관리체제 변경을 통해 사업성을 살려나가야 할 것으로 분석되었다. The purpose of this study was to exam the current status of the public sport facilities in South Korea, to investigate the significant problems within them, then to provide some alternatives. To perform the purpose, this research surveyed 647 employers and 1,228 residents from 15 cities as well as 483 experts from KAHPERD(Korean Alliance far Health Physical Education, Recreation and Dance) and KSA(Korean Society for Administration).This study analyzed the status and problems on the public sport facilities based on efficiency, effectiveness and equity. By utilizing those three criterions, the study evaluated the way of management, the application of the facilities, the equity of tie facilities, the fiscal management of five facilities and the management of the facilities. Finally, the paper suggested some measures to reform problems in the public sport facilities.According to the result by the flow chart, facilities such as Gymnasium, Tennis Court, Swimming Pool, Roller Skating, Shooting, Archery, Horse Racing, Public Golf Course encourage the management by contacting-out. The Public Firm is more suitable for facilities for Cycling, Canoe, Yacht. However, facilities for Field Hockey, Semi-Ground, Boxing and Judo recommend the direct management by local government. The facilities for Track and Field, Soccer and Baseball should be managed by some combined system.
