로즈노 외교정책결정이론에 의한 한국정부의 대북정책 비교연구

한국 정부의 대북정책은 북한의 도발 등 대남정책에 의해 좌우되는 수동적, 무원칙적 성격을 가졌다. 본고는 역대 대북정책을 분석하여 쳬게적이고 일관된 기준과 척도를 모색하고자 한다. 로즈노의 외교정책 결정이론은 역대 한국정부의 대북정책을 체계적으로 분석하여 대북정책에 관련된 주요 사항들을 효과적으로 범주화하고 유형에 따른 비교 검토로서 대북정책의 기준과 방향에 대한 단서를 추론할 수 있었다. 결론적으로 역할의 강화와 사회적 합의 준수, 정부의 투명성과 책임성 증진이 체계적 변인축소와 더불어 제기되었다. 한반도 신뢰프로세스에 의한 대북정책은 현 상황에서 ‘신뢰외교’를통한 유엔에서의 역할 강화와 더불어 적절한 것으로 생각한다. South Korea``s policy toward the North has largely depended on North Korea``s policy toward the South. This article examined South Korea``s policy standards by analyzing her past successive policies toward the North. Rosenau``s foreign policy decision making theory can be helpful in analyzing the main elements of South Korea``s policy toward the North; in categorizing the patterns by way of comparison; and in inferring the clues about the criteria and direction of South Korea``s policy toward the North. In conclusion, strengthening of role, complying with social consensus, and enhancing government``s transparency and responsibility were proposed with the reducing of system variable. Given the current circumstances, South Korea``s policy toward the North should focus on building trust with the North as well as strengthening her role in UN via trustpolik.
