본 연구는 이동이 불편한 국가유공자의 원활한 이동지원을 위한 보훈복지제도의 개선방안을 제시하고자 시행되었다. 먼저 관련 선행연구를 살펴봄으로써 본 연구의 진행방향을 정하였다. 그리고 교통약자의 개념 및 국가유공자 현황을 살펴봄으로써 본 연구의 대상이 되는 국가유공자 중 교통약자에 해당하는 사람과 그 범위에 대하여 분석하였다. 그 후 교통수단별 국내 교통약자 지원제도와 국가유공자의 이동지원을 위한 보훈복지제도를 살펴봄으로써 관련 제도의 문제점을 분석하였다. 그리고 영국, 스웨덴, 독일, 일본의 특별교통수단 관련 제도의 주요내용을 살펴봄으로써 시사점을 도출하였다. 이상의 연구결과를 바탕으로 국가유공자의 이동지원방향, 이동지원을 위한 제도의 개선방안, 개선방안 추진 관련 선행과제에 대하여 고찰하였다. 고찰결과 도출된 개선방안의 주요내용은 장애인콜택시의 이용대상 확대, 일반택시 이용을 위한 바우처 도입, 이동보훈복지서비스의 수송역할 추가, 보훈급여금에 교통비 반영 등이다. 본 연구 관련 개선방안이 정책에 도입된다면 이동에 어려움을 겪는 국가유공자들에게 많은 도움이 될 것으로 예상된다. This study was conducted to suggest ways to improve the veterans welfare system for to support smooth movement of veterans. First, the progress of this study was reviewed by examining the relevant preceding study. In addition, by examining the concept of the transportation weak and the current status of a people of national merit, the scope and people of national merit who was the vulnerable to traffic subject to this study was reviewed. Then, the problems of the related system were reviewed by examining the system for supporting the vulnerable in Korea by means of transportation and the veterans welfare system for people of national merit. And the implications were derived by examining the main contents of the special transport service systems in the U.K., Sweden, Germany and Japan. Based on the results of the above research, the direction of support for Veterans in national merit, improvement measures for support Veterans with national merit, and prior tasks were considered. The improvement measures are expanding the target of call taxis for the disabled, introducing vouchers for general taxi use, adding transportation roles for the mobile veterans’ welfare services, and reflecting transportation costs to veterans’ benefits. If this plan is introduced into the policy, it is expected to be of great help to those who have difficulty in moving.

직업군인의 제대 후 재취업 지원을 위한 민간근무휴직제도 도입방안 연구

본 연구는 효과적인 직업군인의 제대 후 재취업 지원을 위하여 우리 군에 민간근무휴직제도 도입방안을 모색하고자 시행되었다. 먼저 국내 직업군인의 제대 후 재취업 지원제도 및 관련 선행연구 검토를 통해 제도의 문제점을 인식하였다. 이후 문제해결 모색을 위해, 주요국의 직업군인의 제대 후 재취업 지원 제도와 민간근무휴직제도를 검토하였다. 그리고 이상의 연구결과를 바탕으로 직업군인의 제대 후 재취업 지원을 위한 민간근무휴직제도 도입의 필요성 및 운영방안을 고찰하였다. 고찰결과 제도 도입 시 다음의 기대효과가 있음을 확인할 수 있었다. 첫째, 취업희망분야에서 경력을 쌓을 수 있는 시간을 제공하여, 군인들이 보다 안정적 환경에서 실효성 있는 재취업 준비기회를 확보할 수 있을 것이다. 둘째, 민간영역에서 요구하는 기술습득이 가능하게 되어, 전역 후 사회에서 활용 가능한 역량개발기회를 확보할 수 있을것이다. 셋째, 장기간 사회현장에서 실무능력을 배양하고 취업정보를 수집하는 것을 돕게 되어, 현재 주를 이루고 있는 단기 지원프로그램보다 재취업지원에 대한 효율성을 높일 수 있을 것이다. This study was conducted to explore the introduction of the Private Workplace Absence System for the Korean military to support the effective re-employment of discharged soldiers. First, we have recognized problems with the system through advanced study on the system of re-employment and support of re-employment for discharged soldiers. Next, The support system for re-employment of discharged soldiers and the Private Workplace Absence System were reviewed by major countries to find a solution to the problem. Based on the results of the above research, it was also discussed the necessity and operation methods for the private workplace absence system to support re-employment of discharged soldiers. As a result of the consideration, it was confirmed that the following expected effects were felt when the system was adopted. First, by providing time to build careers in areas that want to be employed, soldiers will be able to secure effective re-employment opportunities in a more stable environment. Second, The skills acquisition required by the private sector will now be available so that soldiers can have opportunities to develop skills available in society after they leave the country. Third, by helping foster working ability and gather work information in the field of society for a long time, we can increase the efficiency of support for re-employment rather than the short-term support program that is currently the main activity.
