연구는 1999년부터 실시되고 있는 합동평가의 성공에 필요한 요인들을 점검하는 목적으로 수행되었다. 이를 위해 합동평가와 관련된 이론과 제도를 고찰하고 합동평가를 직접 수행하는 평가 전문가의 인식을 조사하였다. 특히, 계층분석적 의사결정(AHP) 기법을 활용하여 합동평가에 영향을 미치는 여러 요인 중 가중치가 높은 요인을 분석하였다. AHP 분석 결과, 합동평가에 영향을 미치는 요인 중 ‘합동평가결과’ 요인이 가장 강조되었고, 특히 평가전문가들은 ‘합동평가 결과의 활용’에 가장 높은 가중치를 부여하고 있는 것으로 나타났다. 앞으로 합동평가가 더욱 발전하기 위해서는 합동평가의 결과를 적극 공개하는 것이 필요하고, 합동평가 결과가 다양한 방식으로 활용되는 것이 필요하다. 또한, 합동평가 내용에 대한 고민과 평가주체에 대한 검토를 통해 합동평가를 내실있게 운영하는 것이 필요하다. The purposes of this study are to propose the key factors which desirable Combined Evaluation of Local Government(CELG) has. The research methods of this study are literature investigations, and evaluation experts surveys. We use Analytic Hierarchy Process(AHP) methods, and search for relative importance and weights on the key factors of CELG. As a result of empirical study, we found that practical uses of CELG, contents of CELG, and open results of CELG are necessary. First, the object of practical uses of CELG and the goal of CELG should be linked organically and suggested in advance. Second, CELG should develop region specialized indicators which reflect the geographical and situational features of local governments. Third, we should go public with the lately results of CELG. Above this, CELG should provides local governments with benchmarking informations, not determine the ranking of local governments. Evaluation experts need to provide knowledges and informations associated CELG which local governments wish to have.
