농업 6차산업 기반 농촌 관광사업에 관한 법적 개선방안 연구

농업인구의 감소 및 농촌 고령화 등으로 말미암아 농산업이 지속적으로 쇠락하는 가운데 농촌 경제의 활성화 차원에서 다양한 정책들이 나오고 있다. 최근 들어 농업 6차 산업과 사회적 농업 등이 하나의 대안으로 대두되면서 도시와 농촌을 연계하기 위한 다양한 교류 프로그램이 지속적으로 계발되고 있다. 특히 최근 국내의 주요 공업지역이었던 군산과 울산 지역의 경제 여건이 급격히 악화되어 해당 지역의 실업자 수가 증가하자 정부에서는 지역경제를 활성화시키기 위한 다양한 정책을 내놓고 있으며, 대표적인 정책으로 도농교류사업이 있다. 이는 농촌 관광 사업 확대에 따라 수요가 늘고 있는 도시민들이 농촌을 믿고 찾을 수 있는 관광 사업을 활성화함으로써 해당 지역에서 소비를 해주거나, 인근 대도시 지역민이 도농혼합소도시에서 관광을 하는 것이다. 그러나 국내 농촌 관광 사업은 부실한 운영 등으로 말미암아 도시민들로부터 부정적 평가를 받게 되면서 농촌 관광 사업 자체가 존폐기로에 서있다. 이에 정부와 지자체에서는 서둘러 농촌 관광 사업자 등급제 도입 등을 골자로 하는 규제 시스템을 마련하고 있다. 본고에서는 관광 사업 기반 농업 6차 산업 활성화를 위한 농촌 관광 사업을 개괄적으로 조망하고 아울러 도농교류법의 문제 및 이에 대한 개선안을 제안함으로써 도시와 농촌의 상생발전에 기여하고 한다. Upon emergences of the 6th agricultural industry and social agriculture as the social issues, a variety of exchange programs have been generated continuously that the cities and countries get along well. Due to the recent industrial deterioration in major regions such as Gunsan, Ulsan, and so on, unemployment rate has been increased and the government announced a variety of policies to activate the local economy. In this respect, it is very important practically to spend money in the region upon touring the country where the citizens can rely upon expansion of country tourism projects as the plan to revitalize the country economy. However, local and central governments try to strengthen the grades of country tourism businesses according to the relevant regulations upon the occurrences of complaints and negative viewpoints on the country tourism among the citizens due to their poor operations, and so on. Therefore, it is to suggest the facilitation of the economy in the rural areas by making an effort to assign the stable country tourism businesses based on the 6th industry, proposing the improvement plans from reviewing the problems of the related regulations, and promoting the mutual survival of tourism business in both rural and urban residents.
