어린이집 설립유형에 따른 운영 및 교사처우 실태에 대한 분석: 부산광역시 보육실태 조사를 중심으로

본 연구의 목적은 부산광역시 어린이집 운영 및 보육교사 처우에 대한 실태를 설립유형에 따라 어떠한 차이가 나는지를 알아보는 데 있다. 연구대상은 부산 소재 어린이집에 근무하고 있는 원장 569명으로 하였다. 자료 분석은 부산광역시 보육실태 조사 자료에 근거하여 빈도와 백분율, 평균과 표준편차를 사용하였으며, 카이제곱 검정과 일원배치분산을 적용 후 Scheffe 통계량을 이용하여 사후분석을 실시하였다. 연구결과로는 첫째, 어린이집의 운영을 보면, 어린이집 운영 시 원장이 느끼는 어려움은 급·간식, 보육프로그램, 설립설비, 재정관련, 행정관련, 종사자 관련 문제 등에서 나타났으며, 설립유형에 따라 유의한 차이가 있는 것으로 나타났다. 어린이집 운영 시 시급하게 개선되어야 할 사항으로 시설, 설비 개선비, 보육교사 급여 및 처우 개선의 순으로 나타났다. 어린이집 운영 시 필요한 재정적 지원으로 보육환경 개선비, 종사자 인건비로 나타났다. 정부로부터 받고 싶은 행정적 지원 중에서 인력지원이 가장 높게 나타났으며, 그 다음으로 보육정보 및 자료 제공의 순으로 나타났다. 둘째, 교사의 처우 실태를 보면, 교사의 복무규정 고지 형태는 법령에 근거한 복무규정을 교사들에게 고지하는 곳이 가장 많았고, 교사의 급여 규정은 국가 규정에 준하고 있음이 가장 높게 나타났다. 시간외 수당 지급의 경우, 국공립어린이집은 시간외 수당을 지급하는 곳이 다른 유형에 비해 높은 반면, 가정 어린이집은 시간외 근무를 하지 않는 곳이 많은 것으로 나타났다. 출산휴가 대체 형태는 대체교사를 고용하고 있었으나 이 역시 설립유형별로 차이가 있는 것으로 나타났다. This research examines the manner in which Pusan`s child care center management and treatment of teachers differ according to type of establishment. Subjects are 569 principals working at child care centers located in Pusan. Data relative to these conditions were collected and analyzed using frequency, percentage, the mean, standard deviation, x²and One-way ANOVA. A post-test was carried out using Scheffe statistics. The results of this research are as follows. 1) With respect to day care center management, principals feel differently regarding rating a) the difficulty of meals/snacks, b) day care program in general, c) facility equipment, d) finance concerns, e) administration and f) faculty matters, according to the type of establishment. The most urgent matters to be improved in day care center management in order of importance are a) expenses in improving facility and equipment, b) betterment of teacher`s pay increase and improvement of labor conditions. To address these matters, a financial assistant is needed to manage day care center expenses involved with improving the environment and faculty salaries. An administrative assistant from the government would provide human power in securing information and data on child care facilities in general as well as on health, finance and assessment. 2) With respect to our findings regarding teacher`s treatment, most of the daycare centers inform teachers of the office regulations based on the law. Also, teacher`s payment regulation follows national regulations.
