본 연구는 언론보도가 공론화 방식의 정책결정에 미치는 영향을 알아보기 위한 것이다. 또한 언론의 역할이 공론화 방식 또는 거버넌스 방식의 정책결정에서 한계와 과제로 지적되는 공공성과 책임성 확보에 어떠한 역할을 하는지도 중요한 관점이다. 언론보도는 정책의 결정, 집행, 평가 등 모든 정책과정에 영향을 미친다. 신고리 5·6호기 건설 관련 공론화방식 정책결정에도 언론보도의 속성이 어떻게 영향을 미쳤는지 살펴보았다. 신고리 5·6호기 관련 언론의 전체 보도의 양은 타 정책이슈에 비해 관심도가 특별히 높았고, 대표적인 보수·진보 신문의 보도량과 사설 내용의 분석을 통해 파악한 언론보도의 힘과 방향이 ‘건설재개’가 크게 우세한 것으로 나타났다. 이는 신고리 5·6호기공론화 시민참여형조사의 결과가 ‘건설재개’의견이 우세한 것과 상관성이 높다는 추론이 가능했다. 이는 시민참여단의 이념성향과 언론정보에 대한 신뢰도가 중요한 매개변수로 역할을 한 결과로 추론이 가능했다. 또한 언론보도를 통해 언론의 견제·감시 기능을 다함으로써 공론화위원회 운영의 투명성과 공정성이 담보되었다고 해석된다. The study aims to see the impact of media coverage on public opinion policy reform. It is also important to see how the role of the media plays a role in securing publicity and accountability, which is pointed out as limitations and challenges in making public and governance policy decisions. Media reports influence the entire policy process, including decision making, execution and evaluation. We also looked at how the nature of the press report affected the decision of the policy on public discussion concerning the construction of Sin-Gori Units 5 and 6. The total amount of media coverage related to Sin-Gori Units 5 and 6 was particularly interesting compared to other policy issues, and the amount of publicity and editorial of major conservative and progressive newspapers were greatly understood through analysis of the information. It was possible to infer that the result of the public participation in the Sin-Gori Units 5 and 6 project was highly related to the prevailing opinion on the resumption of construction. This can be inferred as a result of the fact that the ideological orientation of civic groups and credibility of press information played an important role. It is also interpreted that the transparency and fairness of the operation of the public discussion committee were guaranteed by the use of the media"s check and supervision function through media reports.
