신성장동력산업의 지속적인 육성 및 지원을 위한 펀드 운영방안의 다각화

최근 기후변화 대응 및 경제위기 극복을 위하여 세계 각국은 녹색기술 육성과 환경규제 강화를 통한 자국의 신성장엔진 창출 및 경기부양에 모든 국력을 총동원하고 있다. 이에 한국 정부도 새로운 성장동력산업의 창출 및 육성을 위해 녹색기술사업과 관련하여 미래 유망신기술을 보유한 중소기업들을 대상으로 2009년부터 민관 공동으로 신성장동력펀드를 조성하여 운용하고 있다. 하지만, 현재 신성장동력펀드는 글로벌 경제위기, 대규모 출자금액, 투자대상 기업 발굴의 어려움 등으로 민간자본유치에 많은 어려움을 겪고 있으며, 이에 펀드 운영 방식의 변경이 불가피하다는 지적을 받고 있다. 본 연구에서는 신성장동력펀드의 지속적인 성장 및 확대 추진을 위해 해외펀드 조성 및 운영 사례를 기반으로 신성장동력산업의 지속적인 육성 및 지원을 위한 정부-지자체협력 펀드, 정부-금융기관협력인큐베이터 펀드, 정부-대기업-중소기업 상생협력 펀드의 운영 방안을 제안한다. 본 연구는 신성장동력산업의 육성이라는 전략적 정책을 지원함에 있어 다양한 펀드를 제안함으로써 정책의 실효성을 높이는데 의의를 가진다. In the face of climate changes and economic crisis, nations across the world spare no efforts to identify new growth engine industries and lift the domestic economy by promoting green technologies and tightening environmental regulations. The Korean government also tries to create and promote new growth engine industries. As part of these efforts, it launched the New Growth Engine Fund in 2009, a private and public initiative to support small- and medium-sized companies that own promising new green technologies. However, it has a limitation on making investment in the fund due to the global economic crisis, the significant size of necessary capital investment and the difficulty of finding investment companies. The lukewarm response of the private sector arose a need to change the fund management method. Against this backdrop, this paper aims to propose efficient strategies of managing various funds such as cooperation fund between the central and local governments, incubator fund financed by the government and financial institutions and win-win cooperation fund for the government, large companies and partners as a means of developing and supporting new growth engine industries in a sustainable way. The importance of this research lies with the proposition of various funds that can be used to implement the government’s strategic goal of developing new growth engine industries.
