アメリカ発世界金融危機の東アジア経済成長トライアングルと日韓経済協力への影響

본 논문은 일․한경제협력의 불가피성과 객관적인 가능성을 분석하는 것이 그 목적이다. 아래에서는 다음의 세 가지가 중점적으로 논의된다. (1) 현재의 미국발 세계금융위기는 매우 역동적으로 세계로 파급되고 있다. 여기서 강조하고 싶은 것은 현재의 위기는 미국의 주택거품에서 촉발된 단순한 금융위기가 아니며 역사적인 매우 심각한 위기이다. 이러한 위기는 다음과 같은 두 가지의 구조적인 문제와 단기간에 해결되기 어려운 문제들을 포함하고 있다: a) 팍스 아메리카나의 붕괴이후 국제레짐에서의 불안정성, b) 보다 심각하게는, 세계적 차원의 천연자원의 공급부족에서 기인하는 생존위기이다. 천연자원의 공급위기는 에너지와 자원의 부족과 같은 경제문제뿐만 아니라 대기, 해양, 토양오염과 같은 환경문제도 유발한다. 이러한 문제들은 오는 20년 이내에 인간의 힘으로 극복하기가 쉽지 않을 정도로 매우 심각하다. (2) 금융위기는 1980년대 동아시아지역에서의 경제기적의 근본적인 요인 중의 하나였던 ‘동아시아 성장 트라이앵글’의 역사적 발전과 변화에 영향을 미친다. 이러한 성장 트라이앵글은 동아시아지역으로부터의 수출의 ‘마지막 완충기’의 역할을 한 미국의 막대한 수입에 의존해왔기 때문에, 현재 매우 심각한 지속적 발전의 문제에 직면하고 있다. 그러나 다른 한편으로 동아시아지역 내에서의 상호의존적인 무역 삼각구도로의 새로운 방향전환을 목도하고 있다. (3) 끝으로 강조하고 싶은 것은 일․한 FTA협상의 역할과 중요성, 그와 관련된 전 동아시아 경제통합이다. 그것을 위하여 일-한-중의 경제협력은 매우 중요한 전제조건 중의 하나가 될 것이다. In this paper, on the topic of the present urgent inevitability and objective possibility of the Japanese-Korean economic cooperation, I am going to analyze and discuss the following three points. (1) The current world financial crisis arising from the United States and dynamically spreading worldwide. Here, it is particularly emphasized that the present crisis is not simply financial one caused by the housing bubble in the US but historically more serious one that includes two more structural and difficult problems to be solved in a short period of time, that is, a) interregnum type instability in the international regime after breakdown of the Pax-Americana and, more critically, b) a globe-dimension survival crisis revealed by the supply neck of natural resources in the earth which is raising not only the economic problems such as energy and resources shortage but also the environmental crisis such as contamination of air, ocean and soil. These problems must be so profound that it would not be so easy for human being to overcome them in a couple of decades. (2) The influence of the financial crisis on the historical development and changes in the ‘East Asian growth triangle’which has been one of the most fundamental factors for the miraculous economic development in this region since the 1980s. As the growth triangle has been so largely depended on the huge imports of the US as the ‘final absorber’of exports from East Asian region that type of growth is so seriously facing its sustainability. On the other hand, however, we can see a new changing direction toward the interdependent trade triangle within East Asian region. (3) Finally, in summing up the above two, the present-day role and significance of the Japanese-Korean FTA negotiation and, in relation to that, the prospect of the overall East Asian economic integration, for which the Japanese-Korean-Chinese economic cooperation shall be one of its important prerequisites.
