이 글은 북한과 국제 경제를 통합하는 문제와 관련된 더 폭넓은 도전 과제들에 대해서 간단히 언급하고 남북 교류와 협력에 대한 국제사회의 견해를 다루고 있다. 특히, 국제관계에 있어 북한이 처한 핵심 과제는 어떻게 하면 외부 세계와의 통합으로 확실한 이익을 얻으면서도 파급 효과와 관련된 위험들을 피하느냐는 것이다. 동시에, 북한의 핵무기 프로그램에 대한 국제 정치적 안보상의 난관은, 논란의 여지는 있지만, 북한 경제 개혁에 도움이 되는 환경을 조성하지 못했다. 북한의 딜레마와 도전 과제에 직접적으로 연관된 주요 요소는 한국과 국제 사회에 대한 지속적인 불확실성이다. 최근에는 한국의 목적이 통일인지 평화공존으로 만족하는지 또는 실질적으로 통일을 위해서는 얼마간의 시간이 필요할지가 모호해졌다. DMZ가 사라질 것인지 평화의 상징으로 대치될 것인지는 시간만이 해결해 줄 것이다. This article focus on some of the broader challenges related to the challenge of integrating North Korea with the international economy and then address international views of inter-Korean exchanges and cooperation. Especially, North Korea faces in its relations with the international system is how to channel the manifest benefits of enhanced integration with the outside world while avoiding the risks associated with contagion. At the same time, the international political and security stalemate over North Korea’s nuclear weapons program has arguably created an environment that is not conducive to North Korea’s economic reform. A primary factor that is directly related to the North’s dilemma and challenge lies with continuing uncertainty about both South Korea and the international community. It is not clear these days whether the South Korean objective isreunification or whether peaceful coexistence is enough, or what time frame, in practical terms, would be necessary to achieve unification. Only time will tell whether the DMZ to be erased or replaced with a symbol of peace.
