The EU`s Relations with the DPRK

본 연구의 목적은 유럽연합과 북한간의 관계 발전을 검토하고, 이것이 한반도에 미치는 영향을 분석해 북한과의 미래 관계를 예측하는 데 있다. 본 연구는 KEDO와 그 계획에 대한 유럽연합의 태도, 6자회담에 대한 유럽의회의 참가의지, 상호 외교사절단의 신임장 수용 문제, 국제연합에서 북한의 인권문제에 대한 유럽연합의 정책을 분석한다. 위의 내용에 대한 분석에 따라 북한에 대한 긍정적 외교정책을 형성하는 데 있어서 유럽연합의 제도적 문제와 국내 구조적 문제들이 있다는 것이 나타났다. 게다가 각료이사회와 유럽의회 사이에는 북한과의 관계를 운영하는데 있어서 정당간의 견해차이가 다르게 나타나고 있다. 그리고 이것은 북한에 대한 유럽연합의 지속적인 정책에 어려움을 주고 있다. 게다가 핵무기 문제 해결에 대한 북한의 긍정적 협력의 결핍에 따라 2000-2001년 유럽연합과 남북한간의 좋았던 시절이 사라지고 있고, 유럽연합의 분위기는 낙관주의에서 좌절 혹은 유보적 입장으로 변하고 있다. 한반도에 대한 유럽연합의 개입의 의미에 대해서는 북한의 인권문제가 향후 북한에 대한 정책에서 중요한 요소로 작용할 것이다. 인권문제는 유럽연합의 북한에 대한 지지와 원조에 대한 중요한 지침이 될 것이다. The aim of the paper is to trace and review the developments of the EU relations with the DPRK, to analyze the special features and their implications on the Korean Peninsula, and to forecast their future relations with North Korea. In this study the following points have been the major topics under review in order to analyze the problems of the EU with regards to its diplomatic policies towards North Korea. First, the question of EU`s attitudes towards the KEDO and its projects; second, desire and willingness of the EP (European Parliament) for its participation at the six party talks; third, the problem of accepting letters of credentials and setting up of diplomatic mission offices at the respective capitals; fourth, the EU policies towards the human rights issues of DPRK at the UN General Assembly. In conclusion, it can be said that there are institutional problems and internal structural problems in the EU in formulating the positive foreign policy towards the North. Especially, there are differences among the political party stances regarding the way how to promote and manage the relations with the North between the Council and the European Parliament, which hinder the EU`s coherent policy towards the DPRK. Besides, owing to the absence of the positive co-operations from the DPRK for its resolution of the nuclear arms programs, euphoria and so-called "honeymoon" period between the EU and the two Koreas around 2000-01 has quickly faded out and is now crumbling. Unfortunately, the atmosphere on the part of EU is changing from euphoria to frustration and standstill to say the least. As far as the implications of EU`s involvement over the Korean Peninsula are concerned, human rights issues and their conditions in the North will undoubtedly be the most important factors as policy guide lines towards the North in the future. It will be the key indicator for the EU`s substantial support and assistance towards the DPRK and its contribution to peace and security over the Korean Peninsula in the coming years.
