Chikungunya fever is an arboviral disease caused by the Chikungunya virus (CHIKV). The disease has similar clinical manifestations with other acute febrile illnesses which complicates differential diagnosis in low-resource settings. We aimed to develop a rapid test for CHIKV detection based on the nucleic acid lateral flow immunoassay technology. The system consists of a primer set that recognizes the E1 region of the CHIKV genome and test strips in an enclosed cassette which are used to detect amplicons labeled with FITC/biotin. Amplification of the viral genome was done using open-source PCR, a low-cost open-source thermal cycler. Assay performance was evaluated using a panel of RNA isolated from patients’ blood with confirmed CHIKV (n = 8) and dengue virus (n = 20) infection. The open-source PCR-NALFIA platform had a limit of detection of 10 RNA copies/ml. The assay had a sensitivity and specificity of 100% (95% CI: 67.56% - 100%) and 100% (95% CI: 83.89% - 100%), respectively, compared to reference standards of any positive virus culture on C6/36 cell lines and/or qRT-PCR. Further evaluation of its performance using a larger sample size may provide important data to extend its usefulness, especially its utilization in the peripheral healthcare facilities with scarce resources and outbreak situations.

The parameters of dielectric response based on extended Debye circuit model can refl ect oil-paper insulation state. The model using the initial slop of recovery voltage to estimate circuit parameters, serve as good quality consistency with the measured data. However, the model can be applicable for large power transformers but not for distribution transformers. This paper proposed an improved mathematical model using recovery voltage peak, peak time and initial slope characteristics to solve dielectric response equivalent circuit parameters. The identifi cation of equivalent circuit parameters is converted into a mathematical optimization problem. And then particle swarm optimization algorithm is used for solving the problem. The improved mathematical model can decrease sampling data of recovery voltage. To check the validity of the estimated parameters, the on-site measured data of RVM experiments on actual transformers in various capacities is applied. The calculated result shows that the recovery voltage curve calculated and measured recovery voltage curve have good consistency, which can be advantageous to diagnose the oil-paper insulation status of transformer. It illustrates that the improved method proposed in this paper is feasible and eff ective.
Comparative Study of Two Congestion Management Methods for the Restructured Power Systems

Congestion management is one of the most challenging tasks of a system operator to ensure the operation of transmission system within operating limits. In this paper, cluster/zone method and relative electrical distance (RED) method for congestion management are compared based on the considered parameters. In the cluster/zone method, rescheduling of generation is based on user impact on congestion through the use of transmission congestion distribution factors. In the RED method, the desired proportions of generations for the desired overload relieving are obtained. Even after generation rescheduling, if congestion exists, load curtailment option is also introduced. Rescheduling cost, system cost, losses, and voltage stability parameter are also calculated and compared for the above two methods of congestion management. The results are illustrated on sample 6-bus, IEEE 30-bus, and Indian utility 69-bus systems.
