        Construction of Time - Cost Model for Building Projects in Vietnam

        Bromilow's time-cost (BTC) relationship was examined for building projects in Vietnam using actual construction time and total construction cost. Data set was collected from 77 historical building construction projects completed between 1999 and 2005 which were adjusted by consumer price index (CPI) to 2000 price. Time-cost equations were specified respected to two sectors, public and private, in Vietnamese construction industry and all cases. It is shown that a public funded building project has the longer construction duration than a similar budget private funded project. The resulting models are statistically significant. The adjusted R-square coefficients of all cases, public and private projects models are respectively 0.403, 0.436 and 0.377 mean that the BTC regression lines moderately fit the data set.

        Delay and Cost Overruns in Vietnam Large Construction Projects: A Comparison with Other Selected Countries

        In-planned duration and cost at project closing are the two of criteria of successful project and successful project management. In Vietnam, regularly, construction projects have met delays and cost overruns. This research has employed a questionnaire survey to elicit the causes of this situation by interviewing 87 Vietnamese construction experts. Twenty one causes of delay and cost overruns appropriate with building and industrial construction project were inferred and ranked with respect to frequency, severity and importance indices. Spearman뭩 rank correlation tests showed that there are no differences in the viewpoints between three principal parties in the project. A comparison of causes of time and cost overruns was done with various selected construction industries in Asia and Africa. Factor analysis technique was applied to categorize the causes, which yielded 7 factors: Slowness and Lack of constraint; Incompetence; Design; Market and Estimate; Financial capability; Government; and Worker. These findings might encourage practitioners to focus on delay and cost overruns problem that might have existed in their present or future projects.

        Model for Predicting Success of Partnering in Vietnam: A Discriminant Analysis Approach

        Partnering concept has been mentioned as an innovative arrangement that helps to reduce many of the disadvantages of the traditional arrangement. Partnering in construction has been widely applied in Vietnam from late 1990s. The application of the new has arrangement spread thanks to anecdotal proofs. This concept is quite new to Vietnamese practitioners. It is necessary to conduct study as a lesson-learn of the industry to encourage the partnering implementation. This paper attempts to develop a model, using discriminant analysis, which classifies the partnering in construction projects into success levels. Dedication, teamwork, sufficiency, and balance are the four significant components in discriminant model. The proposed model is helpful to practitioners in developing, adjusting and improving their strategy for partnering implementation.

        Estimating Time Performance for Building Construction Projects in Vietnam

        Time performance is one of the most important aspects to be benchmarked in project management. Many factors arise during the project implementation process affecting the project time. Identifying the problems that are significant to executing construction schedule and incorporating them into a comprehensive model will be useful in project management. Based on a data set of 70projects (outliers discarded), the multiple regression technique is applied to integrate significant variables into a model used to predict or evaluate the project time index. The result suggests that six variables, namely underground site condition, project management works, estimating works, competency of subcontractor(s), accuracy and completeness of design, and owner’s project financing emerged as important factors in regression model. The constructed regression model has a good performance when compared with an artificial neural network model developed for purpose of cross validation.

        Partnering in Construction: Investigation of Problematic Issues for Implementation in Vietnam

        Partnering in construction industry has been prosperous in recent years. This new approach has been proved applicable to construction projects in Vietnam and other developing countries; however, many problems have emerged during partnering implementation process. This paper has identified some prominent problematic issues of partnering in Vietnam construction projects through a questionnaire survey conduct. Partners' attitudes governed by commercial pressure and dealing with large bureaucratic organization(s) are the most concerned problems with foreign organizations and local practitioners respectively. Factor analysis has pointed out seven underlying dimensions of problems existing in partnering process. These are: unsuitability of partnering application; lack of commitment to partnering; unfamiliarity with the partnering concept; poor communication between partners;lack of key stakeholders’ involvement; external constraint issues; and failure to compromise. This study could help practitioners in the Vietnamese market to comprehend issues in executing a partnering construction project. The understanding of these issues will increase the chance to succeed in partnering on construction projects.

        Incentives of Partnering Approach in the Construction Industry: Perceptions of Local and Foreign Sectors in the Vietnamese Market

        Traditional procurement methods have revealed many disadvantages especially the adversarial relationship between parties. After several decades of application, partnering has shown that it is an innovative arrangement that help to reduce many problems having existed in traditional arrangement. It can provide a win-win working attitude in a construction project. Partnering in construction has been applied in several ways in recent years in Vietnam. This mechanism can help both local and foreign construction participants to mutually offset their differences when implementing projects. This paper has investigated and introduced the incentives of partnering from Vietnam perspective in terms of foreign and local participants perceptions. It has been shown that 'to learn mutually among participants' and 'to increase bidding advantages' are the most important incentives according to foreign and local practitioners respectively.

      • Critical Success Factors of Large Design-Build Projects in Vietnam

        Design-build (D&B) has been broadly perceived as an effective project delivery method and become popular in the world. However, the implementation process of this innovative procurement method in Vietnam encounters difficulties due mainly to unfamiliarity and inexperience with the approach. Critical success factors (CSFs) which could be used to enhance the project execution are useful to practitioners in Vietnam if identified. A questionnaire survey was employed to identify CSFs of D&B projects in Vietnam. Parties' competence, especially financial capability, and contract documentation are the most important factors significantly affecting project success. It was also shown that the perspectives of two principal parties in D&B projects on the CSFs are statistically correlated. The identified CSFs were then validated with some various D&B projects. The execution results of CSFs' were compared with the projects' performance measured try key performance indicators (KPIs). The most important success factors of this study were also compared with other countries'. The validation and comparison results provide project participants with some useful information to perform D&B projects better. Practitioners should well perform the identified CSFs to enhance the chance of the success of D&B projects in Vietnam. The findings of this study are useful not only to Vietnamese practitioners but also to others who are concerned about D&B method and plan to employ it in Vietnam in future.

      • A Fuzzy AHP Model for Selection of Consultant Contractor in Bidding Phase in Vietnam

        Project Management Consultant (PMC) plays a vital role in the overall performance of any project. Selecting right PMC for right project is the most crucial challenge for any construction owner. Thus, PMC selection is one of the main decisions made by owners at the early phase of construction project. It is not easy for the project owner to select a competent PMC due to the fuzziness, imprecision, vagueness, incomplete and qualitative criteria of the decision. This paper presents a model for selecting PMC contractor using the Fuzzy Analytical Hierarchy Process (FAHP). And a fuzzy number based framework is proposed to be a viable method for PMC contractor selection. A case study to illustrate the application of the model is also presented in this paper.
