        지역주요산업과 관련 전시회 개최 현황 비교 -제4차 국가균형발전 5개년계획을 중심으로-

        Exhibitions and conventions can help accelerate the economic and innovational value of their cities. Holding more exhibitions and international conferences on high-tech and creative industries can help shape and position the collective goals of private and public institutions for local growth. This will make it possible for the corresponding industry to attract external corporate investment and talent more effectively and will ultimately lay the foundation for a turning point in enhancing the city's brand value. In this regard, the study sought to identify the specialized industries of cities that have exhibition and convention centers in Korea and how much exhibitions are being held in those areas to identify how much each region is using the exhibitions as a facility to collect local intellectual capital. In conclusion, it was found that the majority of the specialized industries' exhibitions were not being held in exhibition centers. In fact, most of the exhibitions held in these specific cities do not relate to any specific industry. 전시와 컨벤션은 지방의 성장을 위한 민간 및 공공기관의 집단적 목표를 구체화하고 포지셔닝 하도록 할 수 있는 첨단산업과 창조산업에 관한 더 많은 전시회와 국제회의를 개최하도록 함으로써 그들 도시의 경제 및 혁신 가치를 가속화 하도록 도울 수 있다. 이는 해당산업에서 외부 기업 투자와 인재를 보다 효과적으로 유치하는 것이 가능하도록 할 것이며 궁극적으로 도시의 브랜드 가치를 높일 수 있는 전기를 마련할 수 있는 토대를 구축할 것이다. 궁극적으로 이러한 도시 브랜드 가치는 도시의 지속가능한 발전을 가능하게 할 것이다. 전시장을 보유하고 있는 지역에서의 주요산업을 알아보고 그 산업에 부합하는 전시회가 얼마나 해당 지역에서 개최되고 있는지를 알아봄으로써 각 지역이 전시회를 지역의 지적자본을 모으는 시설로 활용하고 있는지를 알아보고자 하였다. 이를 통해서 각 지역이 전시회를 지역의 지적자본을 모으는 시설로 활용하고 있는지를 파악하였는데 지역에서 주요산업으로 간주하고 있는 산업에 관련된 전시회가 전시장에서 다수 개최되지 못하고 있었으며, 특정 지역에 많은 전시회가 산업의 부문과 관계없이 쏠림 현상이 일어나고 있었다.

        전시컨벤션센터의 민간위탁운영 제안요청서에 대한 비교 -한국과 미국을 중심으로-

        This study analyzed Request For Proposal(RFP) by selecting four centers in Korea and the United States conducting contracting-out. In many advanced countries, including the United States, contracting-out is increasing, and this trend is expected to continue. Assuming that the same increase is expected in Korea, a more sophisticated RFP for contracting-out will be needed. In this respect, a comparison of the RFP between the two countries is necessary and the implications are as follows. First, it should make full use of the consignee's experience. Second, it should accurately describe the situation and tasks of the consignor. Third, it must review the evaluation standards of consignment costs. Fourth, it is necessary to clarify in advance the timing of assessment, evaluation items, and follow-up measures. Fifth, adequate attention should be paid to smooth transitioning with existing operating systems. Sixth, the contract period needs to be reviewed. Seventh, a proposal for a role as a public center is needed. 본 연구는 한국과 미국의 전시컨벤션센터 중 민간위탁을 시행하는 센터를 각각 2개소 선정하여 제안요청서를 분석하였다. 미국을 위시한 많은 선진국에서는 민간위탁이점증하고 있으며 이러한 추세는 계속 이어져 갈 것이라는 것과 우리나라도 향후 증가할 것으로 예상되는 것을 감안하면 민간위탁에 대한 좀 더 정교한 제안요청서가 필요할 것을 사료된다. 이러한 점에서 두 나라간의 제안요청서의 비교는 필요하며 그 시사점은 아래와 같다. 첫째, 수탁자의 경험을 충분히 활용할 수 있도록 하여야 한다. 둘째, 위탁자의 상황과업무를 정확히 설명하여야 한다. 셋째, 위탁비용의 산출기준에 대한 재검토가 필요하다. 넷째, 수탁자에 대한 평가시기, 평가항목, 평가에 따른 후속 조치 등을 사전에 명확히 할 필요가 있다. 다섯째, 기존 운영 시스템과의 원만한 인수인계에도 관심을 기울어야 한다. 여섯째, 계약기간에 대한 재검토가 필요하다. 일곱째, 공공성을 가진 센터로서의 역할을 위한 제안 항목이 필요하다.

        전시컨벤션센터 민간위탁운영의 갈등 원인 탐색과 개선방안 연구: 주인-대리인 이론을 중심으로

        The purpose of this study is to clarify, using the principal-agent theory, the root cause of conflicts between interested parties occurring in the private consignment of exhibition convention centers to identify the cause of conflict in private consignments of exhibition convention centers. In order to improve the informational disconnect between the principal and the agent, we proposed the standardization of tasks, employment safety of contract workers, operation of education programs, disclosure of management center information, and dedicated staff of the consignment agency. To reform the adverse selection of the agent, we considered the effective operation of the RFP, detailed contract writing, development of the performance measurement system, and improvement of the operation of the program in which experts and residents participate. We also proposed the improvement of the agent’s moral hazard by operating the internal manpower training program, the advisory committee, and the long term contract, and by activating the MICE Alliance.

        Antitumor Effect of Metformin in Combination with Binimetinib on Melanoma Cells

        Cutaneous melanoma is a fatal disease for patients with distant metastasis. Metformin is the most widely used anti-diabetic drug, and proved to suppress cell proliferation and metastasis in diverse cancers including melanoma. We previously reported that MEK inhibitor trametinib increases the expression of epithelial-mesenchymal transition (EMT) regulators and melanoma cell motility, which are suppressed by addition of metformin in A375 melanoma cells. To confirm our findings further, we first evaluated the effect of metformin in combination with another MEK inhibitor binimetinib on cell viability in G361 melanoma cells. We then investigated whether binimetinib affects the expression of EMT regulators and cell motility. We finally monitored the effect of metformin on binimetinib-induced cell migration. Cell viability assay showed that combination index (CI) value at ED<sub>50</sub> is 0.80, suggesting synergy for the combination of metformin with binimetinib. Our results also revealed that binimetinib increased the expression of EMT regulators such as integrin αV, fibronectin and slug, which correlate well with the enhanced cell migration in wound healing assay. Metformin, on the contrary, suppressed the expression of sparc, integrin αV, fibronectin and N-cadherin with the reduced cell motility. The combination treatment showed that metformin counteracts the binimetinib-induced increase of cell motility. Overall, these results suggest that metformin with binimetinib might be useful as a potential therapeutic adjuvant against cell survival and metastatic activity in melanoma patients.

      • Depth-based defocus map estimation using off-axis apertures.

        <P>This paper presents a depth-based defocus map estimation method from a single camera with multiple off-axis apertures. The proposed estimation algorithm consists of two steps: (i) object distance estimation using off-axis apertures and (ii) defocus map estimation based on the object distance. The proposed method can accurately estimate the defocus map using object distances that are well-characterized in a color shift model-based computational camera. Experimental results show that the proposed method outperforms the state-of-the-art defocus estimation methods in the sense of both accuracy and the estimation range. The proposed defocus map estimation method is suitable for multifocusing, refocusing, and extended depth of field (EDoF) systems.</P>

        About naked fluoride

        Fluoride is one of most important atoms for both clinical and pharmaceutical usage. Associated with such a strong need, $^{18}F$-fluoride has been widely used as an essential radioisotope. The fluoride always suffers from strong solvation effects through strong hydrogen bonding, which reduce the reactivity of fluoride anion. To enhance the reactivity, the concept of naked fluoride was introduced in the fluorination field. In this essay, I will briefly describe the history of naked fluoride concept and development of naked fluoride sources.

      • Contrast Enhancement Using Dominant Brightness Level Analysis and Adaptive Intensity Transformation for Remote Sensing Images

        <P>This letter presents a novel contrast enhancement approach based on dominant brightness level analysis and adaptive intensity transformation for remote sensing images. The proposed algorithm computes brightness-adaptive intensity transfer functions using the low-frequency luminance component in the wavelet domain and transforms intensity values according to the transfer function. More specifically, we first perform discrete wavelet transform (DWT) on the input images and then decompose the LL subband into low-, middle-, and high-intensity layers using the log-average luminance. Intensity transfer functions are adaptively estimated by using the knee transfer function and the gamma adjustment function based on the dominant brightness level of each layer. After the intensity transformation, the resulting enhanced image is obtained by using the inverse DWT. Although various histogram equalization approaches have been proposed in the literature, they tend to degrade the overall image quality by exhibiting saturation artifacts in both low- and high-intensity regions. The proposed algorithm overcomes this problem using the adaptive intensity transfer function. The experimental results show that the proposed algorithm enhances the overall contrast and visibility of local details better than existing techniques. The proposed method can effectively enhance any low-contrast images acquired by a satellite camera and is also suitable for other various imaging devices such as consumer digital cameras, photorealistic 3-D reconstruction systems, and computational cameras.</P>

        Computational Approach to Color Overlapped Integral Imaging for Depth Estimation

        A computational approach to depth estimations using a color over lapped integral imaging system is presented. The proposed imaging system acquires multiple color images simultaneously through a single lens with an array of multiple pinholes that are distributed around the optical axis. This paper proposes a computational model of the relationship between the real distance of an object and the disparity among different color images. The proposed model can serve as a computational basis of a single camera-based depth estimation.

        Color shift model-based image enhancement for digital multifocusing based on a multiple color-filter aperture camera

        <P>In this paper, we present a novel image enhancement approach using a color shift model-based multiple color-filter aperture (MCA) camera for digital multifocusing. The proposed image enhancement algorithm consists of three steps; (i) cluster-based region-of-interest (ROI) estimation, (ii) image registration using phase correlation matching (PCM) and fusion, and (iii) image enhancement using spatially adaptive noise smoothing based on the alpha map. The image acquired by the MCA configuration contains color misalignment, which provides additional depth information of objects at different distances. This color misalignment can also provide additional information for blur estimation. The proposed cluster-based image segmentation method can effectively classify ROIs according to the distance from the camera. The segmented regions are aligned by using PCM, and they are fused to generate an in-focused image. For further enhancement of the color-registered image, we use spatially adaptive noise smoothing based on the alpha map. Experimental results show the proposed image enhancement method can significantly enhance the visual quality of the MCA output image, and can be fully or partially incorporated into multifocusing or extended depth of field (EDoF) systems in the form of the finite impulse response (FIR) filter structure.</P>

        Color Enhancement of Low Exposure Images using Histogram Specification and its Application to Color Shift Model-Based Refocusing

        An image obtained from a low light environment results in a low-exposure problem caused by non-ideal camera settings, i.e. aperture size and shutter speed. Of particular note, the multiple color-filter aperture (MCA) system inherently suffers from low-exposure problems and performance degradation in its image classification and registration processes due to its finite size of the apertures. In this context, this paper presents a novel method for the color enhancement of low-exposure images and its application to color shift model-based MCA system for image refocusing. Although various histogram equalization (HE) approaches have been proposed, they tend to distort the color information of the processed image due to the range limits of the histogram. The proposed color enhancement algorithm enhances the global brightness by analyzing the basic cause of the low-exposure phenomenon, and then compensates for the contrast degradation artifacts by using an adaptive histogram specification. We also apply the proposed algorithm to the preprocessing step of the refocusing technique in the MCA system to enhance the color image. The experimental results confirm that the proposed method can enhance the contrast of any low-exposure color image acquired by a conventional camera, and is suitable for commercial low-cost, high-quality imaging devices, such as consumer-grade camcorders, real-time 3D reconstruction systems, digital, and computational cameras.
