Building the capacity for climate change from low carbon development and energy GIS

In the midst of global emerging issues for climate change mitigation and adaptation, the concentrations on capacity building (CB) and capacity development (CD) have been seriously highlighted in recent years to tackle negative impacts of greenhouse gas emissions (GHG) and environmental degradations at the municipal and national levels. CB and CD approach to climate change would be regarded as the development or strengthening of personal skills, expertises, and relevant institutions and organizations to reduce GHG emissions and to minimize vulnerability to climate-related impacts. There are, however, still ambiguous aspects of CB and CD as to how climate change"s experts and specialists in the UNFCCC, UNE(D)P and GEF could translate multi-dimensional natures of capacities into a specific heart of carbon emission"s reduction and low carbon development without slacks or discontinuity of sustainable development. The paper expounds international views of CD in association with low carbon developments and proposes an innovative model for climate change sustainable capacity development. In addition, a technical approach to carbon emission"s reduction is creatively designed to build the capacity in sustainable low carbon development. It especially shed light on universal characteristics of mitigative and adaptive capacity for a conceptual climate change framework based on sustainable energy and carbon management system.
