One of the biggest challenges of the extended European Union is to set up a harmonised financial policy in order to accommodate the needs of the older as well as the new member states. The challenges concern the collection of funds, the level of tax compliance, but foremost providing quality public goods under financial constraints. in addressing these issues, the main goal pursued should be the economic growth and the welfare of the citizens. Therefore these problems must be discussed within the framework of public sector governance, transparency and credibility as well as defining the public goods and their beneficiaries.
Synergy and High Density Chip Design

A major concern in automatic chip design is the achievable density and performance it is believed that one cart obtain upto twice the density with custom design, whereby performance is also improved. This difference represents on opportunity: why should it not he possible to develop largely automatic systems, which achieve almost the same density and at the same time enhance the performance of the chips we design ? This paper describes our experiments of synergistical effects of relatively small enhancements nj base methodology to achieve the density and performance. These experiments are based on TDP[3]. We start looking for enhancements, each of which is capable of improving density and performance, and which act $quot;synergistically$quot;, so that if each improvement is a relatively small percentage, these improvements will add up to quite respectable enhancements after a while.
Symmetry induced peculiar Rashba effect on thallium adsorbed Si(111) surfaces

The geometric symmetry of the surface plays an important role for the spin-orbit-induced spin texture of two-dimensional electronic states. This article reviews the peculiar Rashba spins induced by a C<SUB>3</SUB> symmetry, including the completely spin polarized surface states with the polarization vector oriented perpendicular to the surface, i.e. a direction that is not expected in a typical Rashba system. This review also describes that this peculiar Rashba situation has possibility to suppress backscattering and therefore to greatly improve the efficiency of spin transport, which is an essential issue in the development of high-performance semiconductor spintronic devices.
