Statistical Analysis on the Effective Pedagogical Methodology Onboard the Training Ship

This paper studies the effective method in the training delivery onboard the training ship ‘Sae Nuri’ All deck and engine cadets participated in the questionnaire surveys that aims to measure the shipboard training weakness and strengths. The study gathered the data and statistically analyze the responses which came up with the following observations: Most cadets prefer to board the merchant ship in their first phase of shipboard training; cadets mostly from the engine spent more than six months onboard merchant ships. Of the major topics taught onboard, both deck and engine cadets averagely rated them only as “Fairly Adequate” with Cargo work- handling and care rated as “Inadequate” However, Chi-square test used yields an independence on the relationship from each major navigation topic taught, while the engine responses showed that the major topics are related and dependent on each other. The study also found that cadets prefer the more active training, performing real deck works and experiencing actual engine maintenance than the passive lecture-based delivery. Cadets-respondents, likewise, chose the participation of Deck and Engine officers as their trainers in addition to ships’ Professors. Some recommended that Bosun, Quartermasters and Oilers, likewise, be included in the teaching activities to learn the realistic way of doing ship works and gain basic seamanship skills during their training ship education.

This paper investigates minimum safe distances relative to a ship's four cardinal sides, as perceived by Filipino navigators when encountering dangerous elements and in adverse weather conditions when maneuvering in and around harbors. It uses a descriptive research method in the form of a questionnaire survey for experienced Filipino navigators of various ranks. During the course of research, 71 responses were colleted and the resulting data is presented in graphical and tabulated forms. Statistical methods including Pearson-product moment correlations, Cronbach's Alpha and ANOVA were used to identify internal associations, consistencies and significances, respectively. It has been proven that there are no significant differences in minimum safe distances relative to a ship's four cardinal sides, whether maneuvering while approaching a port or within an inner harbor. This study has been deemed significant for training future navigators, managing traffic in fairways, and designing harbors and maneuvering areas in the approaches to ports, among other applications. This work can also be used as a preliminary study for comparison with the well known safe domains presently in use.
Questionnaire on Marine Safety and Vessel Traffic Services in Philippine Coastal Waters (Part 2)

Part 2 of the Questionnaire Survey on Marine Safety and VTS in the Philippine Coastal Waters presents the alternatives to risk reduction, modifying the VTS, the qualification and competency of a VTS operator and effectiveness of the services and assistance rendered by VTS. This study finds that majority of respondents chose "Improved education and training of mariners" as the best alternative to risk reduction and the "Strict enforcement of ship safety regulations" as the best alternative based on the respondents' ranks last served onboard and areas of familiarity. In modifying the VTS, the areas with VTS chose to "Improve or upgrade" and for those without, is to "Implement" the system. The best VTS system is the "Port and Approaches" type and the PCG is selected to operate, maintain and supervise the system. As a VTS operator, the necessity of shipboard experience is considered "Essential" and the experiences include "Ship-handling and Communication", and "Management level" experiences. The effectiveness of the assistance and services rendered by VTS are considered "Very Important". Based on these findings, this study recommends improvement of education and training of mariners and users of the waterways including the training of VTS operators manning the VTS centers, strict enforcement of ship safety regulations along the busy and main ports of the country and installation of VTS system with the most appropriate type with the supervision of PCG.
A Study on the Improvement of Philippine Maritime Traffic Environment and Safety Management System

The paper presents the Philippine maritime condition, safety systems and navigational aids. It aims to uplift the maritime safety systems and infrastructures by studying the different strata of the industry, thereby emphasizing on the structures, weaknesses and opportunities. It presents the different maritime agencies involved and each responsibilities. Data from PPA demonstrate the statistics of increase in the cargo throughput, passenger, shipcalls and cargo-container handled in the year 2014. It also highlights the insufficiency of different navigational aids, VTMS, MBS and TSS placed in the whole archipelago. It gathers data of maritime accidents in 10-year period, 2006-2015, showing the most occurred accidents, casualties and areas these accidents happened. It includes the weather phenomena which contribute to the maritime movements and accidents incidence. The results show that systems and infrastructures that focus on the lack of improvement in technology and over-lapping functions of different agencies of government require development and upgrading.
A Study on Foreign Students’ Living and Training Conditions in the Training Ships

The study performs a questionnaire survey of foreign maritime students who trained onboard the Mokpo National Maritime University training ships to determine the level of satisfaction on their living and training conditions. It covers the period from 2014-2016 with 21 respondents from four different nationalities. The questionnaire covers three main topics with different sets of questions: Personal life, Social life and Technical training conditions. 58% were fairly satisfied in their personal lives while 49% found their social life satisfactory. In the technical training conditions, 61% rated them very adequate. The English-language mode of teaching noticeably garnered the sole dissatisfaction overall at 57%. In the analysis, the study focuses on the “less adequate” responses because it is the ultimate aim of this study: to improve the living and training conditions of foreign students. It calculates the relationships between the three topics-variables and found that the satisfaction levels of foreign students are not affected by their conditions onboard. The results show that they are mostly moderately to slightly related. The training and social life has very negligible relationship.
