중국 환발해경제권의 형성과 발전-주강삼각주경제권 및 장강삼각주경제권과의 비교

This paper aims to recognize the significance and prospects of the The Bohai Economic Rim in Chinese economy and north-east economic cooperation. Though The Bohai Economic Rim is one of the three major economic zones of China, compared to the other two zones has not been developed. But after 2000’s to persue cooperation development, this region is rising as a Northern economic power, for sustainable development it needs to cooperate more closely. Regional self-centeredness caused by decentralization policy has brought many difficulties to cooperate each other. However The Bohai Economic Rim is geographically based on North,Northeast and Northwest China, also is facing Korea and Japan, who has driven the development of Northeast Asia. Moreover it has abundant resources as energy, mineral Resources, especially has complementarity in regional industrial development and resource structure. Therefore the possibility of cooperation development for this region can not be completely ruled out. Meanwhile Bohai Economic Rim because of geographical nature of this area will drive the development of Northeast and Northwest China. In this case, development of inter-regional disparities, the most important problem to this day will be solved substantially. As well, the development of The Bohai Economic Rim has the possibility to bring adhesion China-centered economic Co-operation and composition, change the structure of cooperation development for Northeast Asia. 이 글은 환발해경제권의 발전이 중국의 경제발전과 동북아 경제협력에서 갖는 의미 파악과 향후의 발전을 전망하고 있다. 환발해경제권은 중국의 3대경제권의 하나이지만, 그동안 다른 두 경제권에 비해 발전을 이루지 못했다. 그러나 2000년대 진입이후 환발해경제권은 빠른 발전을 이룩하고 있다. 환발해경제권의 이러한 발전이 지속되기 위해서는 경제권내 지역간의 긴밀한 협력이 필요하다. 하지만 환발해경제권내 지역간의 협력은 지방분권화 정책으로 인한 지역이기주의로 인해 어려움이 많다. 그러나 환발해경제권은 지리적으로 중국의 화북과 동북 그리고 서북지역의 결합부에 위치하고 있을 뿐만 아니라 에너지자원과 광산자원을 비롯한 풍부한 자원을 가지고 있고, 또한 경제권내 지역간 산업발전과 자원구조에서 보완성을 가지고 있기 때문에 협력의 가능성을 배제하기 어렵다. 따라서 환발해경제권은 협력을 통한 발전을 이룰 것으로 보이며, 이럴 경우 환발해경제권의 발전은 인접지역인 동북지역과 서북지역의 발전을 추동하여 중국경제의 가장 큰 문제인 지역간 불균형 발전 문제를 어느 정도 해소할 것으로 보인다. 또한 환발해경제권의 발전은 동북아지역의 경제협력구도를 중국 중심으로 고착화시켜 한국과 일본의 동북아 경제협력에 적잖은 영향을 가져다 줄 것이다.

중국의 ‘일대일로’는 중국과 유라시아 경제권을 육상과 해상으로 연결하여 하나의 경제권으로 발전시키고자 하는 국가발전 전략이다. 따라서 중국의 ‘일대일로’ 건설은 중국과 세계 경제발전의 새로운 동력은 물론 국제경제 질서의 변화와 중국경제의 위상 제고로 국제경제에 적잖은 영향이 예상된다. 우선 ‘일대일로’는 현재 중국경제가 안고 있는 과잉설비와 과잉생산 문제를 상당 수준 해결함은 물론 동·서부지역 간의 발전격차를 어느 정도 해결하여 중국의 사회 안정에 역할을 할 것이다. 뿐만 아니라 에너지 자원의 안정적인 공급으로 중국경제의 안정적인 발전에도 기여가 예상된다. 중국의 ‘일대일로’는 또한 중국과 ‘일대일로’ 연선 국가의 경제발전 외에 국제경제에서 중국의 영향력과 위안화의 국제화 수준을 제고시켜 중국의 위상을 제고시킬 것이다. 특히 국제사회에서 그동안 패권을 장악해오던 미국의 영향력을 약화시킬 것이다. 따라서 중국과 밀접한 경제 관계를 유지하고 있는 우리나라는 중국의 ‘일대일로’ 건설에 따른 중국경제의 위상변화를 예의 주시하며 대응책을 마련할 필요가 있다. China's ‘One Belt and One Load’ is a national development strategy that aims to develop China and Eurasian Economic Area into a single economic Area by overland and sea routes. Thus, China's ‘One Belt and One Load’ construction will be a new engine for China and global economic development. At the same time, expected to have a significant impact on the international economic order and the enhancement the status of the Chinese economy. 중국의 ‘일대일로’(一帶一路) 구상과 전략: 발전과 한계

China's ‘One Belt and One Load’ initiative is a mega-infrastructure project that connects China and the Eurasian Economies Area by overland and sea routes. Therefore, if it goes smoothly, It will be a new engine for economic development in China and the world, and It is expected to be a factor that will change the structure of the international economy. Especially, the Eurasian continent is likely to develop into the center of the global economy. But China's ‘One Belt and One Load’ initiative is not only macro and long-term, but also implies complexity, making it hard to be optimistic about development. China's 'One Belt and One Load' initiative is not only strongly promoted as a long-term national development strategy to be completed by 2049, but also strong economic complementarity between China and ‘One Belt and One Load’ consecutive countries. And many of the successive countries are expecting ‘One Belt and One Load’ construction. Therefore, there is no possibility at all. In particular, the possibility of development can not be completely ruled out, given the various policies of ‘One Belt and One Load’ currently being pursued by China. Even if it doesn't go smoothly, the process alone will have significant economic effects on China and neighboring countries, so it will be meaningful. With the help of information technology. 중국의 ‘일대일로’ 구상은 중국과 유라시아 경제권을 육상과 해상으로 연결하여 하나의 경제권을 형성하는 초대형 프로젝트이다. 따라서 순조롭게 진행될 경우 중국과 세계 경제발전의 새로운 동력은 물론 국제경제의 구도를 변화시키는 요인이 될 것이다. 특히 유라시아 대륙이 세계 경제의 중심으로 발전하는 계기가 될 수도 있다. 그러나 중국의 ‘일대일로’ 구상은 거시적이고 장기적일 뿐만 아니라 복잡성을 내포하고 있어 발전을 낙관하기 어렵다. 하지만 ‘일대일로’는 중국이 2049년까지 완성한다는 장기적 국가발전 전략으로 강력하게 추진하고 있고, 현재 중국과 ‘일대일로’ 연선 국가 간의 경제적 보완성이 강하고, 또 연선 국가들의 상당수가 ‘일대일로’ 건설을 기대하고 있어서 가능성이 전혀 없는 것은 아니다. 특히 현재 중국이 추진하고 있는 ‘일대일로’의 다양한 정책적 내용으로 볼 때 발전 가능성을 완전히 배제할 수 없다. 설령 ‘일대일로’는 발전이 순조롭지 못하더라도 진행 과정만으로도 중국은 물론 주변국에 상당한 경제적 효과를 가져다줄 것이기 때문에 충분한 의미가 있다고 하겠다.

Yangtze River Delta region are exchange between enterprises around the Shanghai, but industry relationship has appeared. Thus, say that become to the formation of ‘functional integration’. Regional economic integration in Yangtze River Delta based on Shanghai, the spatial structure has being reorganized. Accordingly, adjusting the industrial structure is. Thus driving this region’s sustainable economic development and has the world-class city economic development strategies. Thus,economic integration of the Yangtze River Delta region has the potential to become a new power. And there will be an impact on the international economy. However, economic integration in Yangtze River Delta region have not yet reached the maturity stage. In addition to various problems and contradictions are implied. Because composition of regional economic development in china is composed of the administrative district, there are limitations to the development of ‘institutional integration’. Thus, economic integration in Yangtze River Delta region in order to develop, is necessary improve the function of local government. Functions of local government should be limited policy guidance, urban planning and policy support etc. Enterprises should be that the core of economic integration. 현재 추진되고 있는 장강삼각주 지역의 경제통합은 비록 상하이를 중심으로 기업간 교류가 이루어지고 있기는 하지만, 산업 전후방 연관관계가 뚜렷하게 나타나는 등 경제적으로 밀접한 관계가 가속되고 있어 기능적 측면에서 통합이 형성되어가고 있다고 할 수 있다. 따라서 상하이를 중심으로 공간구조를 재편하고 이에 따라 산업구조를 조정하여 이 지역의 지속적 경제발전을 추동시키고 나아가 세계수준의 도시경제권으로 발전시킨다는 전략을 갖고 있는 장강삼각주 지역의 경제통합은 중국경제의 새로운 동력이 될 가능성이 큼과 동시에 국제경제에 적잖은 영향이 불가피하다. 그러나 장강삼각주 지역의 경제통합은 아직 초보적 수준에 머물고 있으며, 다양한 문제와 모순을 내포하고 있다. 특히 중국의 지역경제 발전구도가 행정구역 중심으로 되어 있어 제도적 통합으로 발전하는 데는 많은 한계가 있다. 따라서 장강삼각주 지역의 경제통합이 성숙되기 위해서는 지방정부의 직능 개선이 필요하다 하겠다. 지방정부와 관료들의 업적평가를 행정구역 중심의 평가를 탈피해야 함은 물론 지방정부의 기본적 직능을 관리지도와 도시계획 그리고 정책지도 등으로 한정하고, 기업이 시장에서 경제통합의 주체적 지위를 발휘하도록 해야할 것이다.
