주민밀착형 지역사회 전자정부 서비스 구현 방안에 관한 연구

The purpose the study is to develop customer-oriented eGovernment services which are tailored to the life cycle demands in local community. The local community survey was conducted for 29 regions which was categorized by regional characteristics and size. Based upon the demand survey, 44 different types of local community services were developed by research team. We also developed the customer-oriented eGovernment service model which will provide comprehensive understandings about newly created eGovernment services for local community. Overall, the survey showed that residents in local community are not familiar with eGovernment services (e.g. OK Life Service) provided by local governments. The most preferred services by local community people were health, safety, and benefit transfer. The research team developed seven customer-oriented eGovernment services in local community based upon demand survey and model. The service model includes conceptualization of the service, system architecture, and senarios. The future study is expected to provide system design and business model for implementing the eGovernment services for the future local community demands. 본 연구는 정부가 수요자 중심의 맞춤형 서비스를 능동적으로 제공해야 한다는 관점에서 지역사회를 중심으로 한 고객 맞춤형 서비스를 능동적으로 제공하기 위한 전자정부 서비스를 발굴하고, 이에 따라 고객중심의 서비스를 제공하는 방안을 개발하는데 목적을 두었다. 이에 따라 가족 질병검진 및 건강관리 지원서비스, 지역주민 체육시설 이용서비스, 긴급 복지지원 서비스, 영유아 보육지원 서비스, 지역주민을 위한 생활문화 교육, 성인교육 프로그램, 창업 교육 지원의 7가지 주민밀착형 지역사회 전자정부 서비스 개발전략을 도출하였다. 본 연구는 고객의 성향이 반영된 전자정부 서비스를 개발하고자 한 마케팅적 관점에서의 연구라고 할 수 있으며, 포괄적 범위에서 지역사회를 통하여 제공하는 서비스를 전자정부 서비스로 제공하는데 대한 수요의 방향과 고객의 인식을 이해하는데 기여할 것이다.
