Critical Review on the Green Belt Policy in Korea

본 논문은 한국사회의 가장 뜨거운 이슈중의 하나인 그린벨트문제의 본질을 설명하고, 최근에 발표된 정부의 그린벨트 정책을 5가지 관점에서 비판적으로 검토하였다. 첫째, 정부의 그린벨트 완화정책이 근시안적인 관점에서 취해진 조치라는 점이다. 그림벨트를 둘러싼 갈등의 가장 근원적인 요인은 미국식 용도지역지구제와 영국식의 개발제한구역이라는 상이한 토지이용제도가 충돌되고 있다는 점이다. 그럼에도 불구하고 정부의 정책은 이러한 계획체계의 문제를 해결하려는 시도는 없이 외형적으로 나타난 문제만을 치유하려 하고 있다. 둘째, 정부가 그린벨트완화에 따른 파급효과를 보다 심층적으로 검토하려는 과학적인 노력을 기울이지 않았다. 그린벨트의 효과에 대한 상반된 견해 및 연구결과 들이 존재하는 현실에서 정부정책이 설득력을 가지려면 많은 학자들이 참여하여 그린벨트 완화효과에 대한 보다 객관적인 검토가 있었어야 했다. 셋째, 정부정책이 너무나 갑작스럽게 추진되는 바람에 정책의도에 대한 많은 오해를 유발시켰다는 점이다. 지난 30년 동안 정부는 그린벨트는 절대 보존되어야 한다는 논리를 전개해 왔다. 따라서 이 같은 기조를 근원적으로 바꾸고자 할 경우에는 다소의 시간이 소요되더라도 상당수의 국민들을 설득하려는 노력이 부족하였다. 넷째, 정부는 그린벨트 완화가 가져올 지가상승에 대한 부작용을 과소평가하였다. 많은 전문가들이 지적하였고, 정부도 나름대로 투기억제 장치를 취하였지만 결과적으로 그 효과가 미약하였다. 마지막으로 그린벨트의 해제여부를 지나치게 기술적인 지표에 의존함으로서 이해 관계 당사자들이 공개토론과 논의를 통해 합의점을 찾아가는 기회를 봉쇄하는 결과를 초래하였다. The central purpose of the paper is to discuss the essential features of the greenbelt system in Korea of which issues always have been a hot potato in the social, economic and political arena, and further to critically review the recent government policy on the greenbelts. First of all, the government approaches the greenbelt problem in a myopic point of view. The government proposal does not include any attempts to solve the greenbelt problem within the context of an overall planning system. but merely tries to remedy the problems in light of the greenbelt system itself. Secondly, it seems the government does not consider seriously the possible impact of the greenbelts adjustment. The government has not attempted to systematically investigate the positive effects expected to by its policy change. Thirdly, the greenbelt adjustment is done so hastily that many people become dubious of the government's real intention to reform the greenbelt system. They believe that the necessity of greenbelt reform originated from political background. Many believe that it is necessary to promote prudently since never had been the readjustment of greenbelt boundary before, and since it could possibly have considerable impacts on national development policy in the future. Fourthly, the government underestimated the possibility of land price increase and land speculation due to the greenbelt readjustment. From the beginning. it is anticipated that the considerable increases in land prices and the speculative investment will be prevalent due to the readjustment of greenbelt boundary. Unfortunately, however, it seems that the situation becomes worse than expected. Finally, the government heavily depends on the indicators in deciding the greenbelt area for release.
