사드분쟁 이후 대중국 수출 통관지연 추정 및 AEO MRA를 이용한 신속통관 제고방안

As the dispute over THAAD (Terminal High Altitude Area Defense) between Korea and China took place in July 2016, China stepped up invisible non-tariff barriers such as a customs clearance delay, TBT and SPS against South Korea. According to a questionnaire survey, South Korean entrepreneurs pointed out a customs clearance delay as the biggest difficulty among many non-tariff barriers. The entrepreneurs experienced a customs clearance delay in their exports to China. This study estimated how long Korea’s exports to China is being delayed following the THAAD dispute between Korea and China using Time Release Study (TRS), an analytical method that World Customs Organization (WCO) presented. Findings showed that the delay in customs clearance was about 9.36 hours (9.6%) due to perceived customs clearance issues raised by the Chinese government regarded as trivial before. Fortunately, AEO MRA was concluded between Korea and China which South Korean companies are using more of than Chinese enterprises. Hence, there is a need to address such clearance delay through MRA and FTA. MRA can speed up the customs clearance by simplification the process, the Korea-China FTA can help the shortening customs clearance, because it has the trade facilitation rules that the parties shall adopt customs clearance within 48 hours after good’s arrival.
