한국의 규제연구 동향 분석 -행정학과 정책학 분야의 키워드네트워크분석-

이 논문은 2003년부터 2015년까지 한국학술지인용색인(KCI)을 활용하여 행정학과 정책학 분야의 학술지에 게재된 정부규제관련 427개의 논문에 대한 키워드네트워크분석(Keyword NetworkAnalysis)을 통해 국내 규제연구의 동향을 탐구하는 것이 목적이다. 분석결과 이 기간 동안 규제정책과 규제개혁의 대안 연구가 활발한 반면, 규제이론, 규제환경 및 사회적 구조에 대한 연구는 상대적으로 미흡한 것으로 나타났다. 정부별로는 이념적 성향에 따라 연구주제의 차이가 있었다. 노무현정부에서는 안전규제와 같은 사회적 규제를 개선하고 개별 규제의 효과를 평가하는 연구가 중심인반면, 이명박 정부에서는 규제영향분석의 보완, 국가경쟁력강화위원회 신설과 같이 관련 제도를 개선하여 기업의 부담을 경감하려는 방안 등이 연구의 중심이었다. 박근혜 정부에서는 규제이론과 방법론에 관한 연구 등 연구의 주제가 다양화되었으며, 일자리창출에 초점을 두고 규제개혁 연구가 진행되었다. 또한 QAP 분석결과 정부별 키워드 네트워크의 구조에 유의미한 차이가 있었으며, 노무현-이명박 정부보다 이명박-박근혜 정부의 연구주제의 유사성이 더 높은 것으로 나타났다. This paper employs keyword network analysis (KNA) to grasp the research trends in regulatory studies of South Korea, based on 427 published papers in the fields of public administration and public policy between 2003 and 2015. The result of the analysis shows both ‘regulatory policy’ and ‘regulatory reform’ are the highest in degree centrality among keywords in the regulatory studies over time. In addition, it demonstrates the focus of research fields is somewhat dependent upon each administration’s ideological inclination. While the regulatory studies in Roh Moo-Hyun Administration give interest in searching for alternatives of social regulation and policy evaluation, they are taken more interest in regulatory management system including methodological refinement and reduction in regulatory burden on business enterprises in Lee Myung-Bak Administration. The scope of studies tends to be extended to develop further relevant regulation models and applications in Park Geun-Hye Administration. Particularly the studies of regulatory reform stress on the relationship with creative economy and job creation in this regime. QAP confirms statistical difference in each regime’s research themes of regulatory studies. It also highlights the research trends are more similar between Lee and Park administrations than those between Roh and Lee administrations.
