Chemical spill accident in Korea is increasing in various forms, with 45 percent of them occurring in the process of transporting chemicals. Initial response around the accident point is more important than anything else, especially in the case of inhalation toxic hazardous substance leakage accidents, the Initial Isolation distance can seriously affect a person"s life. Therefore, in this study, the Process Hazard Analysis Software Tool(PHAST) program, which is used internationally as a risk assessment program, was used to calculate the initial isolation distance when an accident occurs during the transportation. Using PHAST programs to compare the initial isolation distance with the range of toxic effects shows that the initial isolation distance of most substances belongs to ERPG-1 and ERPG-2. Since it is necessary to specify a wide range of initial isolation distances for safer response to the initial chemical accident, this is considered as a realistic range considering safety and to be a practical scope for the chemical transport accident.
