Organization behavior is a complex net work of decision process. According to H. A. Simon, much attention is paid to the choice to the determining of what is to be done rather than the actual doing. The decisions which a person makes as a member of an organization are quite distinct from his personal decisions. The organization takes from the individual some of his decisional autonomy, and substitutes for it an organization decision making process Carnegie School's administrative theory includes the theory of bounded rationality of the behavior of human beings. Regarding the organization as a system in equilibrium, H. A. Simon's organizational equilibrium theory be understood as inducement contribution relations. The organization brings its influence, which is meant by mutual interaction, to bear on the decision of the individual. To determine the extent to which those forms of influence is to be employed consists in the theory of influence including the theory of authority as set forth by Simon. There should be noted the Poom-eu system as the characteristics of decision making processes in bureaucracy. The Poom-eu system is the process of obtaining the sanction to a decisional plan by circulating the draft prepared by the subordinates in charge of the matter, so it is a fixed form of a decision-making in administrative organization, and is usually working in the bureaucracies of Korea and Japan. From the view point of the modernization of administrative system as well as the application of developed decision theory in Korea, the Poom-eu system should be improved toward more rational decision-making process.
