        중소도시의 도시공간특성에 따른 경관관리방안에 관한 연구(Ⅱ)

        The purpose of study is to show the process which improves any problem on urban landscape resulting from the construction of high-rise apartments around the park and to find potential solution. Several meetings for explanations on the regulation of district by using three-dimensioned computer graphic are offered to citizen and surveys are performed from them. The major conclusions obtained from the results of computer simulation, the meetings for explanation, and the survey on urban landscape from citizens are the followings. First, most of citizens and related groups want to enforce restriction and guidance on the construction of high-rise apartment around the park. Second, the restricted height of building around the park simulated by computer is similar to this thought by citizen participating in the meeting. Third, citizens agree about the specific area having significance for the improvement of urban landscape in a city, identity based on the civic history of city, geographical characteristics, major tourism locations, and etc. Forth, the study can strongly urge citizen on participating in the establishment of urban planning, lead the mutual cooperation among local government, citizen, and research institution, and help to prevent the construction of high-rise apartments by regulating the district for altitude and appearance of them around the park.

        택지개발사업지구의 비주거시설 입지특성분석을 통한 주거환경개선에 관한 연구

        Some countries in the world have introduced street systems that protect residential environments, for example the Radburn planning method, and these systems have become widespread. In Korea, the street systems developed by various Residential Area Development Projects have been focused on convenience and functionality rather than protection of residential environments from automobiles. Therefore, the increase of passing traffic and the influx of non-residential facilities were created in residential areas, thus triggering instability, traffic, noise, odor, difficulty of access for emergency vehicles, and deteriorating residential environments. In this study, characteristics of non-residential facilities located in residential areas are investigated and reviewed focusing on the relationship with the current street system and surrounding facilities. The study's objective areas are the Samchon and Hyoja areas of Jeonju City planned by the Residential Area Development Project. From the result, the street system that created passing traffic and the multi-use facilities in this area caused the increase of non-residential facilities, and the mixed uses between residential and non-residential facilities appeared as a main reason for the deterioration of the residential environment. To protect stability and amenability of residential areas, the mixed land use has to be prevented and a method that is able to create order in the street system has to be introduced. Therefore, for residential areas such as these, systems that prevent passing traffic and methods that decrease illegal parking are considered, and for new residential areas, the alternative that prevents mixed land use and accepts the same lot area, development density and road percentage as the older residential areas is suggested.

        도시한옥의 보전과 주거환경 확보를 위한 건축물의 규제완화 방안에 관한 연구

        The objective of this study is to find a way of conserving traditional buildings, and improving the residential environment for urban traditional housing. Our research will focus on two cities, Seoul and Jeonju, as both have numerous traditional housings, as well as conservation policies currently in effect. The research will consider the organizational structure of their society and will investigate relevant laws and regulations. The new policy intends to create a better standard of living for inhabitants by the improvement on the residential environment as well as the conservation of house shape. Also, the modernized lifestyle and expectations of inhabitants should not be compromised in the conservation effort, but rather a synthesized balance should be achieved between the need to conserve and the need to improve. This study is proceeding with a strong focus on the understanding that traditional housing is a cultural asset of supreme value, and that modern inheritance of these structures do not need to compromise functionality, comfort or modern convenience. First, an extensive survey of relevant traditional buildings will be conducted. The current policy will be examined as well. Second, we will throughly investigate the effects of current and prior policies on the housing in Seoul and Jeonju, respectively. Third, problems and solutions will be identified through actual measurement and data analysis of housing sites and buildings in these two cities. It was concluded that in order to protect housings and improve the residential environment, positive moderation in the application of laws, regarding the building-to-land ratio and the building line, was a strong alternative.

        지방자치단체의 토지정보체계 발전전략에 관한 연구

        본 연구는 1998년부터 추진되어온 토지정보화사업의 성과를 종합적으로 조망하고 향후 토지정보화사업 추진에 필요한 중장기적 차원의 정보화 추진방향과 발전방안을 제시하는 것을 목적으로 한다. 연구방법으로는 문헌조사방법과 설문조사방법을 이용하였다. 본 연구에서 도출된 토지정보화 발전방안은 다음과 같다. 첫째, 토지정보 구축부분에 있어서는 지형도와 지적도의 연계수준을 높여야한다. 둘째, 정보기술의 측면에서는 토지종합정보망 구축시 모바일, 3D, GPS, GIS기술이나 디지털TV기술 등 최신 신기술을 활용할 수 있도록 기술적 지원과 토지종합정보망의 정보기술표준화 추진체계를 확립해야 한다. 셋째, 토지정보의 유통 측면에서는 국가GIS 유통체계와의 지속적인 연계와 쌍방향의 서비스로 전환이 필요하다. 넷째, 법제도의 제ㆍ개정 측면에서는 대국민서비스 활성화를 위한 단기적으로 조례, 규칙, 지침 형태의 법령 정비와 장기적으로는 토지 종합정보망 활용을 법률로 의무화하는 방안이 필요하다. 다섯째, 타정보 사업과의 연계성 측면에서는 타 정보화 사업의 연계수준을 높이기 위하여 정보화 사업 간의 연계에 필요한 법적 근거 및 통합된 추진기반을 사전에 조율해야 된다. This study aims to provide a comprehensive review of the outcome of the LMIS project in terms of its achievements and shortcomings and to suggest mid/long-term strategies for future development. It also provides the necessary steps to propel the LMIS project into a new dimension by forecasting future demands that can reflect the changes in information technologies and surrounding social environments. Through the literature review, this study examined the changes in social environment, such as the advent of information society, or the knowledge-based society and analyzed the implications of these changes on the overall demand for land information. The analysis of the actual project reports and Products was used to identify the strength and the Weakness of the current systems and to categorize the problems that need to be solved. A new requirements reflecting the changing environments were identified through the survey of the officials who were involved in information management or LMIS project itself. Based on these new requirements, strategies for the future system development in the Jellabuk-Do Land Information System were suggested.

        주거환경개선사업의 효과분석을 통한 개선사항에 관한 연구

        주거환경개선사업은 80% 이상이 현지개량방식으로 진행되고 있으며, 중소도시에서 주거환경의 향상, 도심 활성화에 기여, 주거문화의 계승·발전과 도시경관의 보전 측면에서 중요한 의의를 지니고 있다. 그러나 사업지구의 위치선정 및 내용에 따라 그 효과가 긍정적 혹은 부정적으로 나타나고 있다. 본 연구는 중규모 도시인 전주시에서 2001~2005년까지 현지개량방식으로 진행한 총 17개의 주거환경개선지구를 대상으로 토지이용의 변화, 주택개량 실태 및 주민만족도 등의 조사·분석을 통해 사업의 성과와 과제를 도출하고, 향후 2단계 사업에 적용해야 할 개선사항을 제시하였다. 조사결과 도로 및 주차장 등의 기반시설이 확보되면서 점차적으로 주택개량이 이루어지고 있으나, 도로정비 위주의 사업으로 양질의 공공시설이 부족하며, 주택수요가 많은 곳에 다가구주택의 다량공급으로 오히려 주거환경이 열악해지는 문제점이 나타났다. 따라서 1단계사업의 문제점을 해결하고 2단계 사업의 효과를 높이기 위해서는, 1단계사업과 공간적·내용적으로 연계하고 주민요구에 부합하여 공공시설을 합리적으로 설치하며, 재개발 예정지구와 연접한 지역에 일조와 경관차폐 등 이차적인 문제가 발생하지 않도록 해야 한다. The Residential Environment Improvement program (REIP)’s effect has been found either to be affirmative or negative according to the selection of the location and contents of a project zone. This study drew the outcomes and assignments of REIP program through a survey and an analysis of the changes in land use, the housing renovation, and the satisfaction of residents targeting a total of 17 zones, which were undertaken in the on-the-spot development system from 2001 to 2005 in Jeonju, and then, proposed the improvement to be applied to the forthcoming 2nd phase project. As a result, due to a lack of quality public facilities from a road improvement-oriented project, the residential environment has appeared to have deteriorated because of a subsequently high supply of multiplex housing. Therefore, the 2nd phase project is necessary to connect the 1st phase project spatially and content-wise, and prevent a secondary problem in a nearby area to a redevelopment zone.
