실증분석을 통한 지역산업 R&D 육성전략 및 투자 효율성 제고방안 연구

본 연구는 지역산업 경쟁력 제고를 위한 육성정책의 핵심인 지역산업 R&D의 육성전략 및 성과에 대한 실증분석을 통해 문제점을 도출하고 R&D 투자 효율성을 증대하기 위한 연구이다. 우리나라 지역산업은 2000년대에 접어들어 국가균형발전정책과 더불어 본격적으로 전개되기 시작하여 산업통상자원부를 중심으로 한 다양한 지역산업 육성정책이 추진되었으며 현재는 비수도권 14개 시도의 산업경제를 선도하는 핵심 사업으로 자리매김하고 있다. 지역산업 육성정책 중 핵심 프로그램인 R&D지원의 경우 규모가 지속적으로 확대되고 있으며 산업경쟁력 확보를 목적으로 범 부처·청 및 광역지자체별로 자체적인 지원사업들에 대한 지원을 더욱 강화하고 있다. 본 연구에서는 지역산업정책 중 가장 큰 비중을 차지하고 있는 핵심사업인 지역산업 R&D에 대한 국가 R&D정책, 부처·청 및 지역자체의 R&D정책, R&D전략, 사업 추진현황, 성과 등에 대해 특정지역(전북)의 실증분석을 통해 문제점을 도출하고 성과창출 확대를 위한 개선방안을 제안하고자 한다. 또한 제안된 개선방안을 통해 부처?청 단위의 국가 R&D, 지자체 R&D 등에서 산발적으로 지원되고 있는 R&D의 중복성 최소화 및 지원주체별 협력방안을 제시하여 지역산업 R&D투자의 전략성과 효율성을 강화함으로써 궁극적으로 지역의 산업육성 성과창출을 극대화하는데 기여할 것으로 기대된다. This study considers the improvement of R&D promotion program and its investment efficiency for regional industry. We find out some problems of R&D promotion program and suggest plans to improve investment efficiency of R&D through practical analysis of achievement. Since the 2000s, our country has implemented diverse policies for regional industry; R&D for regional industry has become a core part of business from the point of view of regional industry. As ever, these policies are highly supported for the purpose of securing industrial competitiveness by the central government and local governments. This study, through practical analysis of certain region (Jeonbuk), reviews some problems of R&D promotion program and suggests plans to enhance the achievements of a variety of policies, strategies, and projects. We perform practical analysis using three methods for three different aspects: shift-share analysis for each industry type, performance analysis for each investment type and characteristic analysis for each company type. Reviewing the results of practical analysis, we suggest some plans to promote the collaboration of main R&D support organizations and to minimize the doubleness caused sporadically by the central government and local governments. This research will be used effectively in setting up, implementing, and evaluating R&D investments for regional Industry.
