기후변화에 따른 탄소중립(저감)규제가 항만에 미치는 영향에 관한 연구

In this study, greenhouse gas reduction targets and reduction policies for each country are presented due to global climate agreements and agreements due to global warming, and pollutants emitted from ground and maritime activities are reduced and intensively managed at ports, which are the hubs of maritime transportation. Therefore, this study examines the carbon reduction regulations of domestic and foreign shipping and ports through international climate change and carbon-neutral policy changes, and compares cases of advanced foreign ports with Korean ports, introducing a full-cycle system for emissions measurement and management, and offshore overseas Benchmarking of cases such as Peak and Lowenthal Bill systems, preemptive response to IMO environmental regulations, smart port change and hydrogen port construction, law and institutional reform to resolve the interests of the private and public sectors, etc. Suggest a plan. 본 연구에서는 지구온난화로 인한 세계기후협약 및 협정으로 국가별 온실가스 감축 목표 및 저감정책을 내놓고 있고 해상운송의 거점인 항만에서도 지상활동 및해상활동에서 배출되는 오염물에 대해 저감 및 배출원에 대한 집중 관리하는 규제도 포함하고 있다. 이에 본 연구에서는 국제적인 기후변화 및 탄소중립 정책 변화를 통해 국내외 해운․항만의 탄소저감 규제사항을 살펴보고, 외국의 선진항만 사례와 한국 항만과 비교하여 배출량 측정 관리에 대한 전주기적 시스템 도입, 해외Off Peak, Lowenthal Bill 제도 등 사례 벤치마킹, IMO 환경규제 선제적 대응, 스마트항만 변화 및 수소항만 구축, 민간과 공공의 이해관계 해결을 위한 법과 제도정비 등 한국 항만의 실천적 계획수립과 국제경쟁력을 강화하기 위한 방안을 제시한다.
