일반논문 : 지속가능 도시를 위한 "라이프라인(Life-line)"정책 연구: 서울시 성북구 사례를 중심으로

인간의 생존과 사회 유지에는 물·식량·자원·에너지·자연환경에 걸친 ‘라이프라인(Life Line, 生命線)’의 종합적인 확보가 필요불가결하다. 세계적으로 지구온난화와 식량·에너지·물 부족이 심화되는 가운데 한국은 자급률이 낮고 도시화율은 높아 라이프라인의 위기관리가 시급하고 특히 통합적인 관리를 위한 노력이 매우 중요하다. 본 연구는 라이프라인 개념과 선행연구를 소개한 후 서울시 성북구의 사례를 중심으로 라이프라인 정책을 분석 평가하고 향후 과제를 제시하였다. 특히 본 연구에서는 문헌자료와 지자체 방문 및 관련자 인터뷰를 통해 지자체의 조례나 자치구 행정, 거버넌스 방식의 마을계획 등에서 나타나는 라이프라인 확보 현황을 파악하고 평가하였다. 이 연구는 도시사회의 위험이 높아지고 있는 현실에서 도시안보나 지속가능도시 정책의 발전에 도움을 줄 것이다. Securing Life Line resources such as water, food, energies are critical for the human existence and continuance of its society. Risk management of Life Line and integrative policy mix are very urgent in Korea where urbanization is high with low rates of self-sufficiency when the Global Warming and shortages in water, food and energy become more apparent. The goal of this paper is to analyze current situations and tasks in terms of human security at local level. First of all, this paper introduces concept of ``Life Line`` and reviews previous studies on issues related to it. Then we examine various policies regarding Life Line focusing on the experiments in Seongbuk-gu, Seoul. During this research, we reviewed documents and interviewed local officers working at both governments and NPOs to grasp the broad picture of securing Life Line at local level. This paper will provide implications for developing policies towards a sustainable urban security.
