우리나라 부담금 관리제도의 효과성 분석 : 부담금운용평가 결과 환류의 실효성 분석을 중심으로

정부는 각종 공익사업의 추진 및 특정 정책목적의 달성, 사회적 비용의 효율적 배분 등을 수행하기 위하여 조세 외의 다양한 부담금을 부과하고 있다. 그러나 일각에서는 부담금의 부과가 숨겨진 조세로서 민간의 경제활동을 위축시킨다는 지적이 제기되었다, 이에 정부는 부담금 운용의 적정성과 투명성을 기하기 위하여 2002년 1월 부담금관리기본법을 제정하고 부담금의 운용, 신설 및 변경에 관한 사전심사, 부담금운용평가 등 다양한 부담금 관리제도들을 운영하고 있다. 이러한 부담금 관리제도의 도입에도 불구하고 부담금의 징수규모가 지속적으로 증가하여 부담금 관리제도의 실효성이 의문시 되고 있다. 특히, 여러 부담금 관리제도 중 부담금운용평가제도는 부담금의 타당성을 종합적으로 검토하여 부담금의 존치 여부를 결정하는 중요한 평가임에도 불구하고 형식적으로 진행되어 왔다는 비판이 존재한다. 이런 의미에서 본 연구에서는 부담금 관리제도의 핵심 제도인 부담금운용 평가가 부담금 관리에 실효성 있는 역할을 하고 있는지 실증분석을 통해 살펴보고 우리나라 부담금의 효율적 관리를 위한 시사점과 개선방안을 제시한다. The Korean government has imposed various charges to promote public service projects as well as to achieve specific policy objectives. Since 2002, the Korean government has implemented a variety of charges management systems including charges management evaluation, charges management committee, and annual plans that monitor the use of charges. In spite of these systems, there are many concerns that such charge management systems do not play a significant role in effectively managing charges. In this sense, this paper conducted an empirical analysis about effectiveness of charges management systems in Korea. The analysis indicates that the charges management systems in Korea do not have a direct influence on effective management of charges. Rather, other factors such as political influence, egoism of government ministries and characteristics of charges may have greater influence on charges management.

우리나라 복권기금사업 성과평가제도의 효과성 분석 - 복권기금사업 성과평가 결과가 예산에 미친 영향분석을 중심으로-

2004년 복권기금 사용의 효율성과 효과성을 높이기 위하여 복권기금 지원사업에 대하여 복권 기금사업 성과평가가 시작된 지 10여년이 경과하였다. 복권위원회는 매년 복권기금을 지원받은 법정배분 및 공익지원사업의 성과를 복권기금사업 성과평가단을 통하여 평가하고 있다. 복권기금 사업의 성과평가결과는 차년도 복권기금 지원예산에 반영되고 있으며 성과미흡 사업은 원칙적으로 예산이 감액되거나 차년도 지급대상에서 제외하고 있다. 그러나 이런 예산환류 장치에도 불구하고 법정배분사업의 재원 배분율은 법률에 정해져 있어 예산을 조정하기 어렵다. 또한, 공익사업의 경우도 복권기금사업 성과평가결과가 예산배분에 적절히 환류되지 못하고 있다는 비판이 있다. 따라서 본 연구는 복권기금사업 성과평가 결과가 차년도 예산배분에 어느 정도 활용되고 있는지를 실증적으로 분석하여 제도의 실효성을 높이기 위한 정책적 시사점을 제시하고자 한다. 분석한 결과를 종합하면 우수등급 이상을 받은 사업이 정부요구예산안에만 예산이 증액되는 점을 보여줄 뿐 미흡 사업에 대한 예산삭감은 정부요구예산안이나 국회확정안에서도 나타나지 않음을 알 수 있어 복권 기금사업의 성과평가결과는 예산편성에 뚜렷한 역할을 하지 못하는 것으로 판단된다. Since 2004, Korean government has implemented the performance evaluation system on lottery fund to increase the efficiency and effectiveness of using lottery funds. Korea Lottery Commission is annually evaluating the performance of the government programs supported by lottery funds. Performance evaluation results of the lottery fund services are reflected in the next fiscal year budget allocation. Despite the feedback for budget allocation, there are many criticisms that performance evaluation results have not affected budget allocation. For these reasons, we empirically analyzed whether performance evaluation results are being used to the next fiscal year budget allocation. The analysis indicates that the budget of programs evaluated as `excellent` increases in the next financial year. On the other hand, the programs which received `insufficient` grade does not have decreased budget in the next fiscal year. These results show that the performance evaluation of the lottery fund programs does not play a critical role in the budget allocation.
