본 논문은 태종조 공론정치의 모습을 확인함을 통해, 권력정치가를 넘어선 유가적 군주로서의 태종의 모습을 살펴보는 것을 목적으로 한다. 이를 위해 태종이 태종 10년(1410년) 7월에 선언한 '유신의 교화(惟新之化)'에 주목한다. 유신의 교화를 기준으로 집권 전반기의 태종이 왕권강화를 목표로 한 권력군주이자 무가적 군주였다면 후반기의 태종은 전반기에 다져진 정치제도와 강화된 왕권을 바탕으로, 스스로가 쿠데타를 통해 부정했던 본래의 성리학적 정치질서로 복귀하려고 하는 유가적 군주의 모습을 보이고 있다. 집권 후반기의 태종은 분명 한 공론정치의 사례를 보여주고 있으며, 세종조의 공론정치 역시 이 연장선상에 있는 것이다. 이것은태종조 전반기의 권력정치에도 불구하고 꾸준히 지속된 조선의 제도화와 태종의 왕권강화정책에 대한 새로운 평가를 가능하게 한다. 이처럼 태종의 사례가 보여주는 공론정치와 왕권의 긍정적 관계는, 오늘날 주목받는 토의·심의민주주의에서 리더십의 역할을 환기시킨다. This article aims to explore the salient traits of the character of King Taejong(1367-1422) as a confucian ruler by studying the Gongron Politics(公論政治) at his reign. For this purpose, this paper focuses on Yusinjihwa(惟新之化) proclaimed by King Taejong in 1410. At this momentum, King Taejong's ruling styles dramatically shifted to the confucian ruler who pursued to restore the confucian political structure that he himself had overthrown from the tyrant as man of power and militarist. After promulgating Yusinjihwa, which shaped the bifurcation of his reign, King Taejong strived to realize Gongron Politics, under which context King Sejong the Great's profound Gongron Politics could be achieved. Due to such a fact, the concentration of regal power and the institutionalization in King Taejong's time should be revaluated in spite of his harsh power politics in the former period of his term. The case of King Taejong reveals the positive relationship between Gongron Politics and regal power, and evokes the role of leadership in today's deliberative democracy.
