학생들의 학교생활부적응에 대한 학교사회복지의 제도적 지원방안

청소년 개인과 가정, 학교, 지역사회 등의 복합적인 상호작용의 결과로 비행에 노출된 청소년들의 학교생활적응을 돕는 것은 우리 사회의 공동 책임이자 과제이다. 학교교육만의 한계로 청소년들이 학교 대신 폭력, 비행, 가출 등과 같은 비행을 선택함에 따라 이러한 문제를 해결하기 위해서 교육인적자원부에서는 교도교사 제도를 도입하여 운영하여 왔고, 최근에는 전문상담 교사 제도를 도입하기도 하였으나 상담에 대한 전문적인 지식과 기술이 부족하여 중도탈락이나 비행과 같은 청소년문제를 해결하기 위한 대안으로서의 역할을 하지 못하고 있다. 따라서, 학교 내에서 청소년 개인이나 또래 집단의 기능과 성취에 방해가 되는 사회적, 정서적 문제를 극복하고, 청소년, 가정, 학교, 지역사회의 역기능적 상호 작용의 결과로 발생하는 다양한 문제를 예방하고 해결하기 위한 방안으로서 학교사회복지 제도 도입의 필요성이 절실히 대두 되었다. 그러나 학교사회복지를 제도적으로 도입하고 활성화하기에는 많은 문제점이 노출 되었다. 학교사회복지에 대한 인식이 전반적으로 낮고, 법적인 근거가 마련되어 있지 않으며, 재원과 전문 인력이 부족하고, 관련부서 간의 상호 이해관계가 갈등양상을 보이고 있다. However, many problems were exposed hagieneun introducing a school social welfare and institutional activated. School is low awareness of social welfare as a whole, does not have a legal basis, there is a mutual understanding of the relationship between the lack of resources and expertise, and relevant departments showing conflict behavior.
