This paper evaluates the efficiency of Korea National Railroad on the basis of revenues from 1980 to 1999. There was a significant inefficiency in this organization due to operating at an decreasing return to scale area. Although Korean Railroad in 1990s has made a great effort, his performance is still low. Consequently, it is important to insure substantiality of operations than to expand business area in order to finally improve the efficiency, in particular the revenue efficiency, of the Korea Railroad.

In 2010, the second phase of Kyeongbu KTX high speed train construction is expected to be completed. Therefore KTX's fare system need to be further improved. In this study, analyze the present condition and problems whit applying the existing fare system into the second phase of KTX high speed train, and then suggests improvement measures that divide KTX’s fare system with distance-based fare and service-based fare.

Generally, fare system is divided diminishing fare rate to distance into proportional fare rate to distance. In this paper, it is simulated the financial effect on the HSR operator introduced the diminishing fare rate to distance system. The diminishing fare rate to distance system increase the railroad demand, so profit of HSR operator is increased. We find that the diminishing fare rate to distance system is better than proportional fare rate to distance system.

Due to the reduction of greenhouse gases and a sharp increase in the energy prices the world over, there is a growing interest in the railroad transport. In particular, in the case of containers which are the major item of railroad transport, a need for the switchover from the road transport to the railroad transport is being suggested, however, it is understood that the extent of the switchover occurring is only marginal. There exist many causes that account for the marginal extent of the switchover to the railroad transport. Some of them have to be dealt with at the policy level and efforts are needed to make it more efficient to use the railroad than other means of transport by improving railroad logistics facilities. Thus, the present study seeks to examine the possible measures for improving the railroad logistics facilities to promote the railroad transport.

철도물류 활성화를 위한 철도시설공단의 시설투자 마스터플랜의 내용을 소개하고 각 사업별 상세내용과 이에 따른 기대효과를 제시한다. 우리나라의 철도수송분담률은 톤기준으로 2% 내외로서 철도수송분담률 제고를 위한 방안의 강구가 필요하다. 기존 도로중심의 물류수송체계에서 철도의 역할을 확대함으로써 경제적, 환경적 편익을 제고할 수 있을 것이다. 본 마스터플랜에서는 철도물류 네트워크 효율화 관점과 이용자 중심의 철도물류시설 개선 측면에서 필요한 철도물류 활성화 사업을 제시하고 있으며, 제시사업의 완료시 기대되는 철도수송분담률은 현재보다 2배 정도 높은 4%대에 이를 것으로 기대된다. 또한 본 마스터플랜에서는 철도시설공단이 보유하고 있는 유휴자산의 효율적 활용방안도 제시한다. 고속철도 건설에 활용되었던 보수기지 및 전진기지 중에서 활용가능한 곳의 활용 방안과 광명주박기지의 활용도를 높일 수 있는 방안을 제시하고 있다.

If the Seoul-Pusan high-speed rail project is able to open its revenue service in 2004, Korea will be the fifth country with an HSR system in the world. And, it will be recorded as a major milestone in the transportation history of Korea. But, Government regulated railroad fare because railroad fare increase can bring negative influences to CPI(Consumer Price Index). Consequently, Korea National Railroad cannot afford to operate railroad independently under current railroad fare system. In this paper, we studied the railroad fare system under implementation and its influences to CPI. And then we proposed that railroad fare must be decided by competition with other transportation modes and based on the demand variance by introducing YMS(Yield Management System).

The number of parameters and the numberof samples are the key point of trans-log cost function which studied recently. Most of models show that the number of parameters is more than the number of samples. Therefore, these studies gave unreliability of the estimation results. First, we surveyed theoretical cases and researches for the formulation of cost function of railroad industry. Second, we will suggest trans-log cost function by analyzing cost data of KNR. And, the cumulative data will be needed for the confidence of estimation results.

Korean railroad has been accomplished the structural change through separating of facilities and operation of railroad in 2004. The existent government organization was transformed into the public, this caused problem of renovation of railroad management. Korean railroad has been the integrated management of passenger and freight. As putting the passenger service as a priority, freight transportation have fallen behind and not attained good sales results. Restructuring in Korean railroad would bring about considerable improvement, but still not come out of the deficit operation. To find a way out of this situation, there needs to make renovation and extend new enterprise. However, to operate the railway freight transportation more competitively, make up situation that can possess competitive power fundamentally. From this perspective, the purpose of this study is to analyze the necessity for separated operation of passenger and freight railway transportation. By doing this can expect to obtain the competition power of railway freight transportation, and is a help to build up the independent management system of railway freight transportation and secure competitive high position about other transportation systems especially road.
