경관계획과 연계성을 강화한 사인시스템 계획 수립 및 적용 방안 - 인체경제자유구역 청라국제도시 사례를 중심으로

본 계획은 인천경제자유구역의 도시 맥락을 반영한 청라국제도시 경관계획과 연계성을 강화한 사인시스템 계획 수립 및 적용을 목적으로 진행된 것으로, 관련 경관계획을 충분히 검토하여 새로 도입되는 사인시스템이 기존 경관계획 체계에 잘 부합되도록 계획을 수립하였다. 구체적인 내용으로는 경관 관련 상위 및 세부 계획과 대상지 현황을 분석하여 시사점을 도출하였으며, 사인시스템 계획 수립 및 적용을 위한 기본목표 및 방향설정, 기본구상 및 개념전개, 사인시스템을 반영한 시설물 디자인 및 실시설계 협의체 구성, 가이드라인 제시, 사인시스템을 적용하기 위한 제안 등의 내용을 제시하였다. 특히 사인시스템을 반영한 시설물 디자인을 위해서 도시 보행안내 체계에 대한 도입과 검토, 위계별 사인시스템 계획 등을 고려한 점은 타 계획과의 차별성이라고 할 수 있다. 사인시스템은 찾기 쉬운 도시, 잘 읽히는 도시, 표정 있는 도시를 구현하기 위해서 도시구조에 맞춘 위계별 사인시스템을 수립하였다. 도시거점, 권역거점, 블록거점, 목적거점, 환승거점 등으로 위계를 구분하고, 각 유형별 계획을 수립하였다. 한편, 계획의 내용이 원래 계획의도대로 실제 현장에서 적용되기 위해서 계획 간의 연계성 강화, 현장감리 필요성, 경관협의체 구성 등의 필요성을 제안하였다. The purposes of this project are to develop the sign system for Cheongna Global City in Incheon Free Economic Zone and to establish plans to meet the related urban landscape planning system. In detail, it is conducted to analyze to related plans and to survey domestic and foreign cases in order to deduct implications, to develop the sign system and to suggest the design of the sign facilities, its guidelines, and so on. To establish basic goals, direction, basic plan and concept development are carried out at the first. And then design of the sign facilities and construction design are provided. Lastly, the guidelines are suggested. Especially, the urban sign system for pedestrians and are reviewed for the better facilities design, and the hierarchical sign planning are introduced in this project which are difference with other plans. The sign plan is considered within the city structure to realize way-finding system, legible design and identity. Therefore, it is conducted to suggest the sign system for several types; city bases, regional bases, block bases. Purpose bases, transfer bases, and so on. Meanwhile, it is also suggested that the reinforcement of the contents consistency through each stage, the importance of site supervison, the organization of landscape council are essential to implement landscape planning contents and purpose in practices as original intention.

건축디자인 기준과 경관 가이드라인과의 관계설정 사례연구 - 인천광역시 광역건축기본계획의 건축디자인 기준을 사례로 -

본 사례연구는 건축기본법에 의거한 광역시 차원의 광역건축기본계획의 의의와 건축디자인 기준 수립절차 및 방법을 소개하면서 동시에 기존의 경관법에 의거한 경관계획의 경관디자인가이드라인과 공공디자인가이드라인과의 관계 설정에 대한 담론을 모으는데 그 의의가 있다. 또한, 기존에 개별적으로 그리고 산발적으로 수립했던 디자인 관련 가이드라인과 기준을 통합, 보완, 정리를 통해 지자체가 세운 목표를 실현하는 수단인 디자인 가이드라인의 위계를 정립하고, 나아가 공공적 가치를 높이고, 지속적이고 능동적 유지관리가 가능한 지침서이자 안내서로서의 유효성을 높이고자 하였다. 앞으로의 과제로는 건축기본법에서 그리고 경관법에서도 언급되고 있는 주민참여의 실효성을 높이기 위해 설계(디자인)과정에서 담아야할 지침과 도시, 건축, 조경, 디자인 분야 전문가들이 사업의 기획단계에서부터 시공, 유지관리에 이르기까지, 일관된 목표, 정책, 전략 등이 실현될 수 있는 디자인 감리 수단에 대해 연구해야 할 것이다. This case study have value of which introduces methods and process for Architectural Design Standard(ADS) and announces meaning of Metropolitan Architecture Master-plan(MAM) by Architecture Basic Law(ABL) as well as collects opinions for relationship with Cityscape Design Guideline(CDG), included in Public Design Guideline(PDG),with in Cityscape Planning(CP) by Landscape Law(LL). Also, This research tries to formulate hierarchical order design guideline, means of realizing goal established by local government, through arrangement, complementation and unification of design guidelines and standards previously established sporadically and disorderedly, and by extension, to enhance publicity, the worth of character of public interest or influence, and effectiveness as not only handbook but also guidebook for sustainable and spontaneous maintenance. In the future, we have to study for guideline including design process for realistic and effective resident participation and design supervision systems which is able to realize consistently a policy, goal and strategies from the phase of idea to the phase of construction or management.
