본 연구의 목적은 식품 및 의료제품의 위기상황 발생 시 신속하고 효과적으로 대응할 수 있는 공무원의 역량을 향상시키기 위한 것이다. 위기대응 역량을 향상시키기 위해서는 식품 및 의료제품 위기발생시 필요한 대응활동과 필요한 역량이 무엇인지를 파악하는 것이 선행되어야 한다. 이를 위해 본 연구에서는 식의약 관련 위기에 대한 정의를 살펴보고, Emergency, Crisis 등과 관련된 역량에 대한 국내외 선행연구 및 자료를 조사 분석하였다. 분석결과를 토대로 위기 시 대응역량을 ‘위기 시 조치사항을 신속하게 수행하는 능력’으로 정의하고, 식약처 위기매뉴얼을 분석하여 조치사항을 도출하였다. 조치사항을 명확히 도 출하는 것은 교육훈련 및 연습과 평가 환류의 기준이 되어 직접적이면서도 실질적인 역량을 제고하는데 기여할 것으로 기대된다. The purpose of this study is to improve the capacity of public officials that can respond quickly and effectively in the event of food and medical products crisis. In order to improve the emergency response capacity, it must be preceded to identify what kinds of response activities and capacities are needed in case of food and medical product crisis. To this end, this study examined the definition of food and drug related crisis, and investigated and analyzed domestic and international leading researches and data about the capacity related to emergency, crisis or disaster. Based on the result of the analysis, the crisis response capacity was defined as ‘the ability to quickly perform response tasks at the time of crisis’, and the response tasks were identified by analysing the crisis response manuals of the Ministry of Food and Drug Safety. Since identifying the response tasks clearly can be a basis for training, exercise, and evaluation, it is expected to contribute to enhance the crisis response capabilities directly and effectively.

우리나라 지역의 재난대비 실태와 미국의 재난대비 정책 고찰 연구

태풍, 화학사고 등 재난발생시 신속한 대응으로 피해를 최소화하기 위해서는 지역 차원에서 재난대응에 대한 준비가 되어있어야 한다. 본 논문에서는 우리나라 지방자치단체의 재난대비 실태를 현행 법 •제도와 재난관리담당 공무원의 인터뷰를 통하여 조사 •분석하였다. 미국 정부의 지방자치단체 재난대비 역량 제고를 위한 정책들을 소개하였으며, 이는 우리 나라 정부가 지역의 대응역량을 강화하기 위한 재난대비 정책의 개발에 유용하게 활용할 수 있을 것이다. Local governments need to be prepared for emergency response in order to minimize damages caused by disasters, such as typhoon and chemical incidents. In this study, we have researched and analyzed current emergency preparedness status of Korea’s local governments by studying laws and policies, and interviewing emergency managers. We have introduced policies to enhance emergency preparedness capabilities of United States' local governments. These policies could be useful for Korean government in developing policies to build up emergency response capabilities of Korea's local governments.

풍수해 현장대응업무 분석을 통한 재난현장 일반직 공무원 대응편제 개발시 고려사항 연구

우리나라의 표준현장지휘체계는 긴급구조통제단 가동 시 소방기관이 지휘권자가 되는 긴급구조 활동에만 국한되어 있는 재난현장 대응편제체계이다. 그러나 풍수해, 산사태 등 재난 발생 시 많은 일반직 공무원들도 재난현장에서 대응활동 과 수습활동을 수행하나 이들을 위한 재난현장 대응편제체계는 없는 실정이다. 따라서 재난현장에서 일반직 공무원들과 유관기관들 간에 신속하고도 단절됨이 없이 협력적으로 대응과 수습활동을 하도록 하기 위하여 기관 간 협력 필요업무를 도출하였으며, 이를 토대로 재난현장 대응편제체계 개발 시 고려해야 할 사항에 대하여 제시하였다. Standard Incident Command System in Korea is that Incident Command System for Emergency Rescue Operation, which is commanded only by Fire Fighting Agencies. However, in the event of a disaster such as the flood, storm, or landslide disaster, there are many disaster response activities performed by the General Public Officers at the disaster on-scene. Yet, there isn't an Natural Disaster Command System for the General Public Officers in Korea. Thus, we have studied the response activities needed cooperation among agencies and proposed some considerations of the Natural Disaster Command System for General Public Officers. The system will be useful to response and recover disaster rapidly, seamlessly, and cooperatively among General Public Officers and the related agencies.

최근 자연적•사회적 요인으로 인해 재난의 규모와 복잡성이 점점 증가하는 양상이며, 이로 인해 단일 기관의 대응 만으로는 한계가 있다. 다수 기관이 동일한 현장에서 재난대응을 할 경우 유기적인 상호 협력을 위해서는 사전에 합동대응 을 위한 대비가 필요하다. 재난대응계획은 재난발생 시 대응기관 간 역할과 책임을 규정한 것으로서, 특히 합동대응을 원활히 하기 위해서는 기관 간에 수평적•수직적 상호협력체계가 명시되어 있어야 한다. 본 연구에서는 현재 수립하고 있는 안전 관리계획, 위기대응매뉴얼 등 다양한 계획과 매뉴얼들의 현황을 살펴보고 문제점을 도출하였으며, 외국 사례의 분석을 통해 실효성 있고, 수직적•수평적 협력이 가능한 재난대응계획의 구조와 내용 등 발전방안을 제시하였다. Recently, scale and complexity of disaster are increasing by natural•social factor, and there is limit for emergency response by single agency thereby. Therefore, when multi-agency conduct a response for disaster together at the scene, they need preparation for joint response in the advance for systematic mutual cooperation. Preparedness consist of various factors such as planning, securing of Organizations and resource, continuous education and training. This paper focus on emergency response plan and examine the existing state and problem of various plans and manuals. Also submit development way for establishing emergency response plan that had effectiveness through the foreign case analysis.
