정부지출이 국민 삶의 질에 미치는 영향에 대한 분석: OECD Better Life Index를 중심으로

세계적으로 급속히 전파된 코로나19는 국민 삶의 관점에서 향후 정부의 역할을 돌아보는 계기가 되고 있다. 주요 국가들은 정부지출을 증가시켜 위기에 대응하고 있으며, 국가적 발전보다는 개인 삶의 측면에서 정부지출의 효과가 주목되고 있다. 기존 연구들은 정부지출과 삶의 질의 관계에 대해 일관성 있는 결론을 도출하지 못하며, 주관적인 삶의 만족으로 삶의 질을 측정한다는 한계가 있다. 이에 본 연구는 OECD 더 나은 삶 지수(Better Life Index)를 활용하여 정부지출이 삶의 질에 미치는 영향을 분석하였다. 분석결과, 정부지출은 삶의 질 종합지수와 건강 관련 삶의 질에 긍정적인 영향을 미쳤다. 반면, 소득에 대해서는 유의미한 영향을 미치지 못하였다. 이를 통해 정부지출 증가가 국민 삶에 긍정적인 영향을 미치는 것을 확인하였으며, 삶의 질의 개념적 변화에 따라 다른 결과가 도출된다는 것을 알 수 있었다. Corona 19 has given us an opportunity to reflect the way the government operates and its role in terms of the citizen’s quality of life. Countries all over the world are implementing various policies to minimize the damage due to this serious infectious disease. Hence, this research focus on the effect of government expenditure on the quality of life. However, existing studies have not suggested consistent conclusions on the relationship between them and have limitations to measure the level of quality of life using hard data systematically. To overcome the limitation, this study empirically estimated the effect of the increase in government expenditure on the quality of life using the “Better Life Index” provided by OECD. The empirical results show that the effect of government expenditure on the quality of life is significant. In the models of income and health, the influence of government expenditure increased gradually from the time of expenditure. It is found that the increase in government expenditure has a positive effect on people’s lives in OECD. Moveover, it is proved that the conceptual changes of the quality of life can lead to different results.
