석면해체 참여업체가 작업장 인근 주민 안전에 미치는 영향에 관한 연구

최근 재건축, 재개발 공사현장이 늘어남에 따라 기존 건축물을 안전하게 철거하는 문제가 사회적 이슈로 대두되고 있으며, 특히 2008년까지 건축자재에 광범위하게 사용되어온 석면이 해체 작업장 인근 주민의 안전에 위협이 되고 있다. 건축물에 사용 된 일정규모 이상의 석면건축자재를 해체・제거하기 위해서는 법적으로 석면조사기관, 석면해체・제거업자, 석면해체작업감 리인 등의 석면해체 참여업체가 필요하다. 이에 본 논문에서는 석면해체 참여업체가 작업장 인근 주민 안전에 많은 영향을 미치 는 사실을 증명하여 효과적인 석면해체 참여업체 선정의 중요성에 대한 시사점을 제시하였다. 특히 석면해체 작업장 인근 주민 안전에 석면해체 참여업체 중 석면해체작업감리인이 가장 큰 영향을 미치는 것으로 분석되었는데 이는 석면이 외부로 비산되 지 않도록 관리・감독하고 이상 유무를 보고하는 감리인의 업무 특성상 우수한 석면해체작업감리인은 적극적인 위험소통에서 의 신뢰를 통해 작업장 인근 주민의 안전 확보에 큰 영향을 미친다고 볼 수 있으며, 석면해체・제거업자 또한 작업장 인근 주민 안전에 많은 영향을 미치는 것으로 분석되었는데 이는 현장에서 실제로 해체・제거작업을 수행하는 업자의 역량 수준에 따라 근로자는 물론 작업장 인근 주민의 안전까지 영향을 미친다고 볼 수 있을 것이다. 다만 석면해체 참여업체 중 석면조사기관은 석면해체 작업장 인근 주민의 안전에 통계적으로 유의하지 않은 것으로 분석되었는데, 이는 석면조사기관의 조사와 측정 업무 가 석면해체・제거작업과 같이 석면노출을 야기 시키는 업무가 아닌 확인 성격의 업무이기 때문에 이러한 분석 결과가 나왔다 고 예상된다. 그러나 석면조사가 잘못되면 석면이 완벽히 제거되지 않은 채로 구조물 철거공사를 진행하게 되어 더 위험한 상황 에 노출될 가능성이 있기 때문에 우수한 석면조사기관을 선정하는 것 역시 안전한 석면해체현장을 조성하기 위하여 중요하다 고 하겠다.

석면해체 참여업체가 작업장 인근 주민 안전에 미치는 영향에 관한 연구

Purpose: The purpose of this study is to analyze how the participating companies related to asbestos dismantling affect the safety of residents near asbestos dismantling worksites, and to present important criteria for selecting asbestos dismantling related companies based on the analysis results. Method: In this study, based on the Occupational Safety and Health Act and the Asbestos Safety Management Act, important items about participating companies related to asbestos dismantling and the safety of residents near the asbestos dismantling workshop were derived, and then questionnaire items were determined through FGI. Multiple regression analysis was performed to analyze the influence relationship. Result: In order to secure the safety around the asbestos dismantling site, it was confirmed that the ability of asbestos dismantling supervisors among the participating companies (dismantling companies, investigation agencies, and supervisors) had the greatest influence. Conclusion: It showed that it is essential to select an excellent asbestos dismantling supervisor and an excellent asbestos dismantling and removal company in order to ensure the safety of residents near the asbestos dismantling site. 연구목적: 석면해체 참여업체가 작업장 인근 주민 안전에 어떠한 영향을 미치는지 분석하고, 분석결과를 바탕으로 석면해체 참여업체의 선정에 있어서 중요 기준을 제시하는 데 목적이 있다. 연구방법: 본 연구에서는 산업안전보건법과 석면안전관리법을 토대로 석면해체 관련 참여업체와 석면해체 작업장 인근 주민 안전에 관한 중요항목을 도출한 후 FGI를 통하여 설문항목을 결정하였고, 영향관계 분석을 위해 다중회귀분석을 실시하였다. 연구결과: 안전한 석면해체 작업장 주변을 조성하기 위해서는 석면해체 관련 참여업체(석면해체·제거업자, 석면조사기관, 석면해체작업감리인) 중 석면해체작업감리인의 역량이 영향관계가 가장 큰 것으로 확인되었다. 결론:석면해체 작업장 인근 주민의 안전을 확보하기 위해서는 우수한 석면해체작업감리인과 우수한 석면해체·제거업자의 선정이 필수적임을 보여 주었다.

건설현장의 안전관리 개선사항이 근로자의 안전보건 증진에 미치는 영향에 관한 연구

Purpose: TThis study seeks to understand the provisions of the Industrial Safety and Health Act and the Construction Technology Promotion Act and to propose measures to prevent serious industrial accidents by seeking to promote safety and health of workers through improvement of safety management at construction sites. Method: A survey was conducted on construction sites with more than 50 permanent workers (5 billion won in construction amount). The analysis of the data was conducted using the JAMOVI statistics program and based on objective data. Result: Multiple regression analysis was conducted to verify the hypothesis of this study, and the results of the analysis. The participation of workers in safety and health activities has the highest impact on the promotion of safety and health of workers. Conclusion: In order to promote safety and health of workers at construction sites, compliance with safety and health rules of workers is required and improvements should be made to allow workers to participate in safety and health activities. 연구목적: 본 연구는 산업안전보건법과 건설기술진흥법의 규정을 파악하고, 건설현장의 안전관리 개선을 통하여 근로자의 안전보건 증진방안 모색하여 중대산업재해 방지 방안을 제안하고자 한다. 연구방법: 본 연구의 표본 대상 범위는 상시 근로자 50인(공사금액 50억원) 이상의 건설현장을 대상으로 설문조사를 실시하였다. 자료의 분석은 JAMOVI 통계 프로그램을 이용하였으며, 객관적인 자료를 바탕으로 하여 분석하는 연구를 진행하였다. 연구결과: 본연구의 가설을 검증하기 위하여 다중회귀분석을 시행하였으며, 분석결과. 근로자의 안전보건 활동 참여가 근로자 안전보건 증진에 가장 높은 영향을 미치는 것으로 나타났다. 결론: 건설현장의 근로자 안전보건 증진을 위하여 근로자의 안전보건 규칙 준수가 필요하고 근로자가 안전보건 활동에 참여하도록 개선되어야 한다고 할 수 있을 것이다.
