이 연구의 목적은 인도네시아의 동자바 주, 수메넵 군의 지역개발계획 관련 정책의 집행과 지역개발계획수립 시 주민참여에 대해 분석하고, 새마을운동의 주민참여 활용 방안을 모색하는 데 있다. 연구결과, 지역개발계획정책의 집행 시 주민참여가 최적화되지 못하였고, 면단위 개발계획 시에도 주민참여 비율이 적절하지 않았다는 것을 알 수 있었다. 주민참여기능이 제대로 작동하지 않았고, 군 단위 개발계획 수립 과정에서 주민참여 부분도 없었다. 그러므로 본 연구를 통해 지역사회개발 시 두 가지 측면에서 수메넵 군에 적용 가능한 새마을운동의 주민참여 방안을 모색할 수 있었다. The research is to analyze the implementation of the policy on local development plans in Sumenep District, East Java Province, Indonesia and describe the public participation in the local development plans in Sumenep District, East Java Province, Indonesia and then incorporate the application of Saemaul Undong’s residents’ participation in community development. The results showed that the implementation of policies of the local development plans are not optimally implemented as representatives at the village and sub-district level are not proportionate. Public participation functions were not optimal and built closeness was disproportionate in the village and had no portion of public participation in the district level development plan process. Synthesis research results with application of Saemaul Undong’s residents’ participation plan in community development. Where there are two fundamental aspects which, according to the researcher can be applicable in the transformation of Sumenep.

지역 기반 관광 개발을 통한 해안 개발의 추세는 빈곤을 완화하고 환경 파괴를 줄이는 중요한 기회가 된다. 이는 최근에 해안 관광에 대한 관심이 증대하고 있다는 사실과도 관련이 있다. 지역 기반 해안 개발은 이러한 복잡한 문제에 대한 한 해결책이 된다. 이 논문의 목적은 지역 공동체의 역량강화에 있어 성공적 모델의 하나인 한국의 새마을운동과 연관하여 지역 기반 관광 개발을 분석하는 데 있다. 이 연구는 인도네시아 수메넵군의 판타이 9의 개발을 다루고 있다. 이 프로그램은 지역 주민들에 의해 혁신적이고 자율적으로 추진되었다. 이 연구의 결과 우리는 한국의 상황과는 매우 다른 해당 지역의 지혜와 지역 사회의 사회적 조건을 잘 고려한다면, 새마을운동 2.0의 정신이 지역 기반 개발의 기초로서 모든 개발 모델에 적용될 수 있음을 확인할 수 있었다. The trend of coastal development with a model of community-based tourism development is an opportunity to reduce poverty and environmental damage. This is in line with the increasing interest in coastal tourism. Community-based coastal development is a solution to this complexity. This article tries to analyze the development of community-based tourism with Korea s Saemaul Undong model as one of the successful models in community empowerment. This research seeks to portray the development of Pantai 9 in Sumenep Regency, which is driven innovatively and independently by the surrounding community. The findings of this study, the spirit of Saemaul Undong 2.0 as a foundation in community-based development allows it to be adopted by all development models, with the prerequisites for adjusting the local wisdom and the social conditions of the local community that are very different from Korean conditions.
