CVM을 적용한 경인고속도로 일반화 및 선형공원 조성사업의 편익 측정

This study applied the contingent valuation method (CVM) to measure the benefits from an urban liner park that will be created as part of the Gyeongin Expressway downgrade project by Inchon metropolitan city government. The Incheon city government plans to create a liner park (10.5 km) in the middle of the downgraded road to provide leisure and recreation services to residents, and plans to remove retaining walls and soundproof walls to improve the urban residential environment. Considering the characteristics of a liner park that spans several districts in Incheon city and the downgraded road that will be passed by residents of nearby cities as well as Incheon residents, the target population included residents of part of Seoul and several cities surrounding Incheon. In a CVM survey of 1,000 respondents conducted in April 2018, about 70% of the respondents perceived this project positively. About 50% of 757 respondents, excluding protest bids respondents, were willing to pay additional taxes for this project. The more the respondents favored the creation of a linear park and the more they thought that this project would improve the surrounding residential environment, the more positively they evaluated the additional tax payment. The average annual willingness to pay for this project was about 15,300 won for Incheon residents and 6,800 won for residents of Seoul metropolitan area. It is interesting to observe that residents of Seoul metropolitan area, who are not directly affected by this project, were willing to pay a considerable amount for this project.
만경강 수질개선 편익측정을 위한 조건부가치평가에 있어서 범위효과 분석

This paper is to empirically test scope effects proposed to judge the internal consistency of contingent valuation method. The application was illustrated for the case of estimating people`s WTP for improving water quality at Man Kyoung River in the Chon Buk area. The CV survey was carefully designed and implemented by carrying out recommendations from the NOAA Blue Ribbon panel. Using a split sample, we conducted the Cochran-Mantel-Haenszel test with the frequency distribution of no responses, calculated the Turnbull low bound mean for WTP, and measured the mean WTP from estimated variation functions. The test results consistently exhibited that the CV estimates of WTP were adequately responsive to the size of water quality changes being offered. The mean WTP for improving water quality suitable for swimming (5,171 and 5,212 won) was significantly larger than that for agricultural use and fishing activity (3,280 and 3,136 won).

Contingent Valuation Method (CVM). as non-market valuation approach, has been criticized on that respondents may not realistically reflect their budget constraints in answering veillingness to pay (WTP) for hypothetical CV questions. This paper empirically estimates the income calibration facto, associated with CV responses through combining travel cost method and contingent valuation method in 1 utility-theoretic framework. The joint model of recreation demand function and contingent WTP function was applied to an important case study on the Man Kyoung River system, hose water quality is at issue because of the Sae Alan Rom reclamation project. Relevant economic variables such as price, income and water quality had significant influence as anticipated by the economic theory. Equally important. the income calibration factor was not significantly different from one, suggesting that the systematic discrepancies of CV responses relative to the actual behavior was not detected at least in terms of budget exaggeration. Overall, this study supports the notion that carefully designed CVM studies can provide informative data on individuals` willingness to pay for environmental quality changes.
