본 논문에서는 철도운영기관 직원을 대상으로 2015년 우리나라 철도운영기관 종사자의 안전문화수준을 조사하였다. 철도안전문화수준은 안전정책 및 안전리더십 등 5개 철도안전지표와 6개 시나리오를 사용하여 설문조사를 하였고 그 결과를 분석하여 2014년, 2013년에 조사한 우리나라 철도안전문화 수준과 비교하였다. 조사결과를 화학공정산업의 안전문화 수준결정기준과 비교하여 보면 조직 내 직원 간 안전을 확보하기 위한 표준운영절차를 수립하고 규정과 절차가 준수되고 있으며, 사내 양벌규정을 확립하여 효과적으로 운영되고 있으나, 경영진의 안전마인드를 고취하고 조직 내 직원의 안전활동을 크게 증진시킬 필요가 있는 레벨 4정도의 수준이라고 할 수 있다. In this paper, we examine the level of safety culture of our country railway operating agency workers in 2015 to target the operator of the railway staff. Railway safety culture level was compared with the safety policy and safety leadership, including five railway safety indicators and using the six scenarios were analyzed survey results in 2014, country-level railway safety culture survey in 2013. Comparing the survey results and the safety culture level criteria for the chemical process industry to establish standard operating procedures to ensure the inter employees within organizations secure and there are the procedures and compliance, but effectively operates to establish an in-house regulations, you can inspire a safety mindset and management that need to greatly improve the safety of activities within the organization employees around level 4 level.

국내·외 대중교통 비상대응체계 구축현황 및 분석에 관한 연구

국내 대중교통 비상대응계획은 수단별로 상이하다. 철도는 2014 년에 개정된 철도안전법에 따라 철도 운영사가 비상대응체계를 구축 · 운영하고 있지만, 국내에서 운행중인 버스는 비상대응체계에 대한 법령 및 제도가 별도로 존재하지 않아 비상대응계획의 구축 정도가 상대적으로 미약하다. 하지만, 호주, 미국의 경우 대중교통법 아래에 각 수단별 비상대응체계 관련 하위법령이 명시되어 있어 수단별 비상대응체계 규모 정도의 차이만 존재할 뿐, 비상시 상호보완 할 수 있는 관계로 구성이 되어있다. 본 연구에서는 국내·외 대중교통 비상대응체계구축현황을 살펴보고 철도와 버스의 비상대응체계를 비교하여 철도와 버스의 특성을 모두 갖춘 새롭게 도입될 궤도교통수단인 트램의 비상대응체계 구축에 밑거름이 되고자 한다. Emergency response plan in domestic public transportation is different among its each type. In the railway, all rail operators had been establishing and operating its plan according as rail safety law revised in 2014. But, with no law and regulation about the emergency response system for bus, condition of bus emergency response plan is feeble. On the other hand international region had adopted the emergency response law and regulation for each transport type below public transportation law. So each transport type had just little different system by magnitude as well as they consisted of mutually beneficial cooperative relationship in the system. Accordingly, in this study, reviewed the system in domestic and international region, and compared it. Using this result, we are hoping to contribute establishing a tram emergency response system.

트램의 국내 도입에 따른 비상대응체계 구축에 관한 연구

1898년 최초 개통 후 승용차중심의 교통정책으로 인해 사라진 트램(노면전차)이 현재 대도시 교통문제를 해결하기 위한 수단으로 대두되며 국내도입을 앞두고 있는 실정이다. 새로운 교통수단의 도입은 예기치 못한 비상상황을 수반하기 때문에 다양한 비상상황에 효과적으로 대응하기 위한 비상대응계획 수립은 필수적이다. 이에 따라 본 연구에서는 트램 운영시 발생할 수 있는 다양한 비상상황에 효과적으로 대응하기 위해 선행연구인 『트램 교통사고 비상대응절차 수립을 위한 사고특성 분석연구』 결과를 바탕으로 현재 구체화 되지 않은 국내 트램 운영환경을 가정하여 비상대응계획을 제시하였다. 최종적으로 본 연구를 통해 국내에 도입될 트램 운영의 안전성 확보에 교두보를 마련하고자 한다. First opened in 1898 after a tram disappeared because of the car-centered transportation policy is emerging as a means to resolve the current situation in the metropolitan transportation problems are ahead of the domestic adoption. Because the introduction of new transportation cause unexpected emergency situation, it is essential to prepare variety of emergency situation that establishing emergency response plan. Accordingly, in this study, leading to respond effectively to various emergencies that may occur in the tram operations, base on our previous work (A study on the accident characterization for emergency response procedures of tram accidents) we suggest emergency response plan through assumption of trams operating environment. Ultimately, establish a foothold ensuring the safety of tram operation to be introduced.

국내·외 사례조사를 통한 철도교통관제사 자격제도 도입방안 연구

철도교통관제사 자격증명제도는 철도차량의 운행을 집중제어·통제·감시하는 관제업무 종사자의 전문성을 강화하여 철도사고를 예방하기 위해 국토교통부 장관으로부터 철도교통관제사 자격증명을 받은 사람만 관제업무를 수행할 수 있도록 하는 제도로 2015년 7월 공포된 철도안전법 개정에 따라 2017년 7월 시행예정이다. 본 연구에서는 철도교통관제사 자격증명제도 국내 도입을 위해 현재 국내에서 시행중인 항공교통관제사, 선박교통관제사 및 해외 선진국들의 철도교통관제사 자격제도 관련 내용을 조사하였다. 본 연구를 통해 조사된 내용을 바탕으로 철도교통관제사 자격증명제도의 효율적 추진과 제도시행초기의 시행착오를 최소화하기 위한 방안을 마련하고자 한다. Railway Traffic Controllers Qualification is system perform only the person who received the railway traffic controllers credentials from the Ministry of Land, Transport Minister to prevent railway accidents by enhancing the professionalism of the railway traffic control workers to centralized control and regulation and monitoring the operation of rail vehicles. This qualification system will begin July 2017. This study investigated air traffic controllers, vessel traffic controllers and railway traffic controllers of advanced country for the domestic introduction of railway traffic controller qualification. Based on the investigation this study provided the way for efficient forward and minimize of trial errors of railway traffic controller qualification.

철도종합안전심사 결과분석을 통한 철도차량 관리체계 개선

정부에서는 철도산업구조 개혁으로 철도의 건설과 운영이 분리됨에 따라 기존의 철도안전관리체계를 정비하고 안전관리체계의 한계 및 문제점을 보완하기 위해 2004 년 철도안전법을 제정하였다. 교통안전공단에서는 철도안전법에 따라 14 개 철도운영기관 등을 대상으로 2006 년부터 2013 년도까지 8 개년의 철도종합안전심사를 수행하였다. 본 논문에서는 8 개년의 철도차량분야 철도종합안전심사 결과를 분석하여 개선필요사항에 대한 년도별 추이 및 개선사항에 대한 분석을 통해 효율적인 철도차량 관리체계에 대해 살펴보고자 한다. Reforms of the railway industry has separated construction and operation of the railroad. Railway Safety Act were enacted in 2004 in order to overhaul the existing railway safety management system and to supplement with the limitations and problems of the existing railway safety management system. Korea Transportation Safety Authority carried out comprehensive evaluation of the railway safety from 2006 to 2013 in accordance with the Railway Safety Act. In this paper, efficient management system for railway vehicles will be discussed through yearly trend analysis on improvements by analyzing the results of eight years" comprehensive safety audit of the railroad vehicle in railway sector.
