비영리조직의 지배구조가 기부금 및 보조금수입에 미치는 영향 : 사회복지사업을 중심으로

비영리조직(법인)의 역할과 중요성이 날로 커지고 있는 상황에서 본 연구의 목적은 국내 비영리조직의 지배구조가 기부금 및 보조금수입에 미치는 영향을 살펴보는 것이다. 주주가 존재하는 영리조직의 지배구조는 주주의 부를 극대화하기 위해 경영자를 통제하는 매커니즘으로 이해될 수 있지만 비영리조직의 지배구조는 조직의 미션과 고유목적달성에 도움을 준다. 주주가 존재하지 않는 비영리조직에서 기부자들이나 보조금 지원주체는 영리조직의 주주(주인)역할을 하고, 이들이 고유목적사업을 효율적으로 달성하고 투명하게 운영되는 비영리조직에 관심을 갖는다면 지배구조개선은 기부금과 보조금수입에 긍정적인 영향을 미칠 것이라고 예측할 수 있다. 본 연구는 국세청의 공익법인 공시시스템을 이용하여 사회복지사업을 영위하는 공익법인을 대상으로 자료를 수집하여 다중회귀분석을 실시하였다. 연구결과 첫째로 비영리조직의 지배구조와 기부금수입은 양(+)의 관계를 가지므로 국내비영리조직의 지배구조가 기부금수입에 중요한 영향을 미치고 있음을 알 수 있다. 둘째로 비영리조직의 지배구조와 보조금수입은 전체적으로 통계적인 유의한 관련성을 찾아 볼 수 없었다. 이는 국내 비영리조직의 보조금수입은 지배구조와 관련이 적고 조직의 규모, 평판, 사업유형 등 다른 요인에 영향을 받음을 알 수 있다. 본 연구의 공헌점으로 첫째 국내 비영리조직의 실증연구가 거의 이루어지지 않은 상황에서 이번 연구는 향후 비영리조직 관련 실증연구에 좋은 방향을 제시할 수 있으며, 둘째 국내비영리조직의 지배구조와 주요 수익원인 기부금과 보조금수입을 살펴보아 비영리조직 경영자와 관련 이해관계자들에게 경영·전략적인 시사점을 줄 수 있다. 셋째 국내 국세청 공시자료를 이용하여 실증한 이번 연구는 공시관련 감독기관과 정책입안자들에게 공익법인 지배구조에 관한 규제 및 공시정책의 실효성에 대한 실증적 근거를 제시할 수 있다. The role of nonprofit sectors in Korea is recently becoming important and there has been increasingly more social attention to it. However, few empirical studies on Korean nonprofit organizations have been conducted. This paper examines the governance structure and the effect of donations and government grants in Korean nonprofit sector. And this study use data on public interest disclose site of the National Tax Service in Korea. The governance of profit organizations can be understood as a mechanism to control the manager in order to maximize the shareholders` wealth. But the governance of nonprofit sectors helps to achieve the mission and unique purpose. In a nonprofit organization where shareholders do not exist, donors or grant sponsors play a role of shareholders. If they are interested in a nonprofit organization that efficiently achieves its own purpose and operates transparently, it can be predicted that governance improvements will positively impact donations and government grants. The results of this study are as follows. First, it can be seen that the governance of nonprofit sectors has a significant influence on donations because the governance and donation have a statistically significant positive(+) association. Second, there was no statistically association government grants effect. This implies that grants from domestic nonprofit sectors are less related to governance and are influenced by other factors such as reputation, size and business type.
