창조도시 관점에서 본 도시의 뮤지엄 활용 확장성에 관한 연구 -서펜타인 갤러리 사례를 중심으로-

도시발전의 관점이 경제도시에서 문화도시로 패러다임이 전환되고 있는 상황에서 많은 도시들이 창조성의 원천을 문화예술에서 찾고 있으며 이와 관련한 문화예술 인프라를 구축하고 있다. 이중 문화예술시설은 건립과 운영에 적잖은 자본이 투입된다는 면에서 가치 활용의 극대화가 필요하며, 이에 따라 효율적 운영 및 활용성 확장으로 이어진다면 그 효용가치는 배가 될 수 있을 것이다. 그리고 이러한 측면은 도시의 문화시설 활용이 활성화 되어 있는 유럽의 문화산업 선진국에서는 이미 그 역할이 이행되고 있기도 하다. 본 연구는 창조도시 측면에서 도시의 문화 인프라를 통해 문화예술시설의 효율적 운영과 효과 극대화를 위한 뮤지엄 역할의 확장성을 고찰해 보고자 하였다. 연구의 사례는 연구자가 영국에서 직접 경험한 바 있는 영국의 서펜타인 갤러리(Serpentine Gallery)를 사례로 채택하였으며, 연구의 전개는 세계적 학자들에 의해 논의된 창조도시의 개념을 이론적 배경으로 연구자의 실제 현장 조사 경험과 자료를 토대로 전개하였다. 또한 관련 국내외 참고문헌과 자료를 2차로 분석하여 본 연구의 관점인 문화예술시설의 다양한 활용을 통해 도시의 문화 인프라에 대한 효율성을 극대화할 수 있는 방안을 모색하였다. 연구결과, 뮤지엄(Museum)의 기본 역할인 소장품 전시를 넘어 파빌리온 건축 프로젝트, 파크나이트 축제 등 하드웨어의 특징 및 유휴공간의 활용 및 다양한 프로그램 개발과 운영이 특징이었으며, 지역 시민들의 아이디어와 관점을 공유하는 플랫폼 가치를 내재하고 있었다. 또한 고령화 등의 사회적 이슈에 초점을 맞춘 도시의 공공적 프로그램도 서펜타인 갤러리의 독창성 있는 가치로 나타났다. 창조도시의 역량을 강화하는 역할과 책임의 문화예술시설로서의 서펜타인 갤러리는 인프라 구축 이후 활용성이 낮은 국내 도시의 문화예술시설 기획과 운영 극대화에 있어 우리에게 시사하는 바가 크다고 할 수 있다. Factors considered important in city development have expanded beyond economic aspects to include cultural variables as well. Many cities are trying to find and present creativity in art and culture, which are generally represented in cultural and art facilities. The value of these facilities could be enhanced if they were encouraged to make cultural contributions as well as display artifacts, as establishing and operating them are costly. The role of art facilities has already changed in culturally advanced countries, reflecting changes in how cities develop. The purpose of this study was to explore the role of the museum from the perspective of the Creative City, a theoretical construct describing a paradigm change in city planning. The study focused on the Serpentine Gallery to explore diverse use of a cultural facility. Results showed the Serpentine Gallery used the space as not only display artifacts, but also many different purposes. They developed many programs that took advantage of misused space, including the Pavillion Project and Park Nights, and provided a space in which people could share ideas and perspectives on healthy ways to address problems related to ageing populations and regional state. They also concerns citizen`s wellbeing when they develop programs. The Serpentine Gallery`s operation boosted the city`s ability to resolve public concerns and promoted creativity, suggesting such facilitates could serve additional creative cultural and artistic roles in the present and future.
