Alternatives for Local Economic Development for the Kyrgyz Republic

이 연구는 유럽 연합의 LEADER와 대한민국의 새마을운동의 두 가지 역할모델을 통해 키르기스 공화국의 지역경제개발(LED)을 위한 대안을 모색하기 위한 것이다. 연구자는 LED, 새마을운동, LEADER의 이론적 틀을 설명하고, 파트너십 구축, 지역 참여, 내생 및 외생 발전과 같은 이론을 상향식 및 하향식 접근 방식으로 나누어 요약했다. 이러한 역할모델 비교를 통해 새마을운동의 하향식 접근 방식이 고위 공무원, 지방 정부 및 마을 주민들의 완전한 참여를 촉진했음을 확인할 수 있었다. 또한, 두레와 향약과 같은 전통적 협동 문화가 새마을운동의 정신을 강화하고 사람들의 사고방식 변화에 긍정적인 영향을 미쳤음을 확인했다. 반면 LEADER는 유럽 연합이라는 다양하고 이질적인 상황에서 발생하는 불균형을 완화하기 위해 지역 활동 집단의 구성을 통해 파트너십을 구축하는 데 그 목적이 있다. 공공, 민간 부문 및 지역사회와의 협력은 LEADER의 상향식 원칙의 기본적인 특성이다. 이렇게 확인된 두 모델의 주요 특성과 원칙을 바탕으로 이 연구는 키르기스 공화국에 대한 두 모델의 적용 가능성을 탐색한다. 이 연구에서는 키르기스 공화국의 농촌 지역에서 삶의 질 향상과 참여기회 확대를 위해 지역경제개발을 위한 3자 이해관계자 모델을 제안한다. The paper seeks alternatives for the local economic development (LED) for the Kyrgyz Republic. For this purpose, the two role models are selected: the European Union’s LEADER and the Republic of Korea’s Saemaul Undong. The author outlines the theoretical frameworks of the LED, the Saemaul Undong, and the LEADER. Theories such as partnership building, local participation, and endogenous and exogenous development applied to bottom-up and top-down approaches outlined in the paper. A comparison of these role models reveals that Saemaul Undong’s top-down approach facilitated the full participation of the high-ranking officials, local governments, and villagers. Additionally, the traditional culture of cooperation such as dure and hyangyak, have strengthened the spirits of Saemaul Undong and positively affected people s mindset change. The LEADER, on the other hand, is aimed at establishing partnerships through the formation of local action groups to mitigate disparities that arise in the diverse and heterogeneous context of the European Union. The collaboration with the public, private sector, and community are fundamental characteristics of the LEADER’s bottom-up principles. Based on these main characteristics and principles, the paper explores the applicability of these models to the Kyrgyz Republic. For the application, the paper proposes a tripartite stakeholders’ model for local economic development to expand opportunities and improve the quality of life in rural areas of the Kyrgyz Republic.

본 연구의 목적은 키르키스탄에서 한국의 새마을운동이 어떻게 시행되고 있는지를 살펴봄으로 새마을운동의 지역과 농촌발전에 대한 기여도를 평가하는 것에 있다. 이를 위해 한국의 새마을운동개념에 초점을 두고 KOICA가 지원하는 “Menin Ayilym”프로젝트, 즉 “나의 마을”사업을 사례로 한다. 나의 마을 프로젝트는 3개 지역에서 30개 시범영역으로 시작되었으며, 특히 바르켄지역에서는 Osh 15개와 Chuy 3개로 구성된 12개 새마을 시범 마을로 구성되어있다. 이 연구는 한국의 새마을운동을 이해하기 위해 권위주의, 민주주의, 그리고 발전국가를 이론적 고찰과 함께 현장조사를 실시하였다. 경험적 연구의 결과 새마을운동 개념들이 현장에서 상당히 긍정적으로 수용되고 있지만, KOICA 나의 마을 프로젝트에서는 ashar로 알려진 전통적인 자발적 방법도 상당히 수용되고 있음을 알 수 있었다. 여전히 KOICA 나의 마을 사업은 진행 중이지만, 새마을운동 개념이 시골지역의 도로 건설, 교육, 의료 시설과 같은 기반시설의 개발은 국가의 원격 시범영역에서 주민들의 삶에 긍정적인 영향을 미치고 있음을 발견하였다. The study aims to explore the implementation of the Korean Saemaul Undong in Kyrgyzstan and evaluate its contribution to local and rural development. We selected the KOICA-funded “Menin Ayilym” project for this study, which focuses on the Korean concept Saemaul Undong (New Village Development). The meaning of “Menin Ayilym” is “My Village.” My Village project started in the 30 pilot areas in 3 regions: Batken, Osh, and Chuy. The Batken region comprises 12 Saemaul pilot villages, Osh 15 and Chuy 3. In order to understand the Korean Saemaul Undong, the paper has outlined the theoretical foundations such as authoritarianism, democracy, and the developmental state. The results of the field research show that the acceptance of the Korean Saemaul Undong principles is so positive. At the same time, KOICA My Village focused on the traditional voluntary method known as ashar. Although KOICA My Village is still ongoing, the paper has presented the project s first results in the pilot regions. Infrastructure improvements such as rural road construction, education, and health facilities have positively impacted people’s lives in the country’s remote pilot areas. The article presents the contribution of the 30 pilot villages to the local-rural development in Kyrgyzstan.
