지방자치단체의 사회투자형 복지지출이 재정건전성에 미치는 영향 분석

본 연구는 복지지출 증가에 따른 재정악화 우려에 대해 총량적 복지지출의 양적 조정보다 사회투자형 복지지출을 통해 재정건전성을 제고할 수 있는지 서울시 자치구를 대상으로 사회투자형 복지지출과 재정건전성의 관계를 실증적으로 분석하고자 하였다. 구체적으로 서울시 자치구 결산자료의 사회복지 항목에서 취약계층 지원, 보육・가족 및 여성, 노동, 청소년, 노인일자리 지원에 대한 지출을 세출결산액으로 나누어 사회투자형 복지지출 비율을 구하고 이것이 재정건전성을 설명하는 지표인 통합재정수지비율과 통합유동부채비율을 개선하는데 영향을 줄 것이라 가정하였다. 중심적인 분석 결과는 다음과 같다. 첫째, 사회투자형 복지지출비율은 통합재정수지비율을 증가시키며, 세부적으로 취약계층 지원과 보육・가족 및 여성・청소년 지출이 유의미한 영향을 주었다. 둘째, 사회투자형 복지지출비율은 통합유동부채비율을 감소시키며 세부적으로 취약계층지원이 유의미한 영향을 미쳤다. 이러한 분석결과를 통해 지방자치단체의 복지지출이 재정건전성을 제고할 수 있도록 사회투자형 복지지출에 대한 관리가 중요함을 경험적으로 확인하였다. This study empirically analyzes the relationship between expenditure and fiscal soundness, based on concerns about financial deterioration caused by increased welfare expenditure and the national-level prior research that the financial soundness can be improved through social investment-type welfare expenditure rather than quantitative adjustment of total welfare expenditure. This study assumed that social investment-type welfare expenditure has a positive effect on fiscal soundness. The investment-type welfare expenditure was calculated by dividing expenditures for childcare, family, women, labor, youth, and job support for the elderly in the social welfare category by the amount of expenditure for local government. The integrated fiscal balance ratio and the integrated current debt ratio were used as indicators of fiscal soundness. The results of this study are as follows. First, the social investment-type welfare expenditure ratio increase the integrated fiscal balance ratio, and in detail, support for the vulnerable, childcare, family, and women and youth had a significant effect. Second, the social investment-type welfare expenditure ratio decreased the integrated current debt ratio, and in detail, support for the vulnerable had a significant effect. In conclusion, this study suggests implications on welfare expenditure and fiscal soundness of local governments.
