지역사회서비스투자사업의 서비스 재이용 의향에 영향을 미치는 요인: 이용자 만족도 매개효과를 중심으로

본 연구는 지역사회서비스 이용자들의 서비스 재이용 결정 의향에 영향을 미치는 요인을 규명하고 각각의 영향요인과 서비스 재이용 결정 간의 이용자 만족도 매개효과를 검증하여 정책적·실천적 대안을 제시하는데 목적이 있다. 이를 위해, 부산지역사회서비스 실태 조사 자료를 활용하여 서비스 이용자 2,368명과 제공기관 89개소를 분석하였다. 분석결과, 연령이 높을수록, 서비스에 대한 인식·태도가 긍정적일수록, 서비스 제공 횟수가 많을수록, 제공기관의 환경 특성이 양호할수록, 기관 제공 인력 수가 많을수록, 서비스 가격이 높을수록, 서비스에 대한 지식 수준이 높을수록 재이용 의향이 높은 것으로 나타났다. 반면, 서비스 제공 기관의 서비스 수가 많을수록 재이용 의향은 낮은 것으로 나타났다. 이용자 만족도 매개효과를 분석한 결과, ‘서비스에 대한 인식·태도’ 와 ‘제공기관 서비스 수’ 요인이 부분매개 효과가 있는 것으로 나타났고, ‘서비스 제공 횟수’, ‘제공기관의 환경특성’, ‘서비스 지식’ 요인은 완전매개 효과가 있는 것으로 나타났다. 이를 바탕으로 정책적 제언을 제시하면 다음과 같다. 첫째, 사회서비스 이용 및 이용권 관리에 관한 법률(이하 사회서비스 이용권법) 등과 같은 관련 법령을 개정할 필요성이 있다. 둘째, 중앙 또는 지방 정부 차원에서 지역사회서비스와 서비스 제공기관에 대한 표준 운영모델을 개발하여 보급하는 것이 필요하다. 셋째, 서비스 품질과 지역사회서비스의 성과관리 체계 마련이 구축되어야 한다. 넷째, 지역 및 잠재적 이용자 수요에 기반한 신규 서비스 개발이 필요하다. This study puts its primary purposes in identifying the factors, affecting the service reusing targeting community service users, in consideration of the characteristics of Busan community service delivery. Subsequently, it tries to verify the mediating effect between the factors affecting user satisfaction, which is valued in the service markets and service reusing. This study analyzed service users 2,368 and provides agencies 89. The analysis results to reuse the entire community services reusing grew higher as age got higher, service perceptions and attitudes were more positive, service numbers increased, the environment of service providers was better, the manpower of service providers was more available, and service price was higher. In addition, service reusing grew higher as the knowledge level of service users was higher. Meanwhile, service reusing became lower as more service numbers of the service centers were provided. The analysis results on the mediating effect of user satisfaction for the users to reuse service show that user satisfaction was the partial mediation of service perceptions and attitudes and the service number of service centers. Then, it was analyzed that‘the number of service-offering,’ ‘the environmental characteristics of service centers,’ and ‘service knowledge’ were completely mediated by the user satisfaction. The implications of policies according to service subjects for the invigoration of community service utilization and user satisfaction are as follows: First, the amendment of the laws and regulations regarding the social service right to use is required for the implementation of the surveys on the regular satisfaction and continual monitoring. Second, the development and distribution of standard operational models regarding the community services and service providers at the level of the central government or local governments are needed. Third, the systems of service quality and the achievement management of the community services should be established. Fourth, the development of new services based on the demands of local and latent users is needed.
