우리나라 청소년 활동은 1991년 한국의 청소년 기본계획의 수립과 청소년 기본법 제정을 처음으로 국가 주도적인 정책 사업화해서 수련활동 프로그램 개발과 수련 시설 확충이 급격히 발전하였다. 그러나 청소년들의 생활권 내에서 여가활동 및 사회화교육의 실질적인 시설이 되어야 할 청소년문화의 집 등의 수련시설이 단위시설 중심의 양적인 확보에서 벗어나 수련시설의 질적인 내실을 재고할 필요성이 요구되고 있다. 청소년문화의 집 기능은 청소년들의 중심시설로서 청소년중심의 다양한 문화를 능동적이고 자발적으로 경험하고 이끌어갈 수 있는 지역사회의 거점시설로서 기능을 수행한다는 전제 하에서 3대 기능이 설정되었다. 첫째, 문화체험의 기능이다. 둘째, 만남과 의사소통의 기능이다. 셋째, 네트워크의 기능이다. 기존의 청소년문화의 집 프로그램들은 단순히 문화체험과 만남의 기능을 하는 것이 대부분이다. 청소년들에게 먼저 가치관 형성에 필요한 프로그램을 운영하고 지역사회와 지역문화 체험과 글로벌 네트워크를 만들어서 세계문화를 경험하는 기회를 가질 수 있는 장소로 확대해 나가기 위해서는 청소년전문가, 평생교육전문가, 청소년복지전문가가 함께 프로그램과 제도적 장치를 마련해야 할 것이다. 본 연구는 미래의 주역인 청소년을 위한 문화교육과 문화체험을 통해 교육의 본연(本然)을 알게 하려는 것이 1차 목표이다. 다음으로는 우리 교육이 문화교육과 사회교육이 소홀해 자연관·인간관을 알게 하고 특히 ‘문화’에 대한 인식을 청소년기부터 바로 알게 하려는 것이 2차적인 의도이다. The youth activities in Korea have been rapidly developed with the development of training program and the expansion of training facility as Korean government established the basic plan for Korean youth and the Framework Act on Juveniles in 1991 and systemized the youth plan as one of the Korean government policies. But, it is now necessary to enhance the quality of training facility rather than quantity as the training facility such as the Youth Center should be the actual facility for the leisure and social education for the youth within the youth’s life zone. As the central facility for youth, the Youth Center is the hub structure in the local community where various cultures can be actively and voluntarily experienced and led by the youth. For that purpose, 3 functions were set for the Youth Center. First, it has the function of cultural experience. Second, it has the function of meeting and communication. Third, it has the function of network. The existing youth center program often has had the functions of cultural experience and meeting only. The center needs to be expanded to become the place where the program is to be operated which would need for the formation of values for youth, and where the youth can experience the community cultures and can get the opportunity of experiencing the world culture through the global network. Therefore, the program and systematic tools shall be prepared along with the youth experts, lifelong education expert, youth welfare experts in order to make the youth center become that kind of facility. This study has the primary objective of helping the youth who is our future to know the essence of education through the cultural education and cultural experience. The secondary objective is to help the youth to know the value of nature and human and especially understand the culture from the time of youth because our conventional education system has ignored the cultural education and social education for the youth.
