사회적기업에 대한 정부‧민간의 재정지원이 사회적 재투자에 미치는 영향: 사회적기업 성과의 매개효과를 중심으로

This study identified the effect of external financial support for social enterprise on performance of social enterprise and social reinvestment. We analysed 457 social enterprises data for three years from 2018 to 2020. From the results, we found four things: First, we identified the direct effects of government subsides and private grants on economic performance of social enterprises. but financial support had no effect on social performance. Second, government subsides and private grants increased social reinvestment of social enterprises. Specifically, the government financial support improved treatment of workers and the private financial support increased the other type reinvestment. Third, social and economic performance of social enterprises had varied effects on social reinvestment. They increased reinvestment in job creation, social services, and treatment of workers. Fourth, economic performance of social enterprises mediated the relationship between external financial support and social reinvestment. Since the effect of financial support on social performance was not significant, the mediation effect was not significant. This implies external financial aid is important that social enterprises increase economic performance and create social value by social reinvestment. 이 연구는 사회적기업에 대한 정부와 민간의 재정지원이 사회적기업의 성과와 사회적 재투자에 미치는 영향을 확인했다. 구체적으로 정부‧민간의 재정지원이 사회적기업의 경제적 성과와 사회적 성과를 통해 사회적 재투자에 영향을 미치는 메커니즘을 살펴보았다. 사회적기업 457개를 대상으로 분석한 결과, 다음의 네 가지를 발견했다. 첫째, 정부‧민간의 재정지원은 경제적 성과에는 유의한 영향을 미쳤으나, 사회적 성과에는 유의한 영향을 미치지 않았다. 정부의 재정지원은 경제적 성과와 부적 관계를 가졌고, 민간의 재정지원은 정적 관계가 나타났다. 둘째, 정부‧민간의 재정지원은 사회적 재투자에 유의한 영향을 미쳤다. 정부의 지원이 많을수록 근로자처우개선을 위한 재투자가 증가했고, 민간의 지원이 많을수록 기타 재투자가 증가했다. 셋째, 사회적기업의 경제적‧사회적 성과는 사회적 재투자에 유의한 영향을 미쳤다. 경제적 성과가 클수록 일자리창출 재투자, 사회서비스 재투자, 근로자처우개선 재투자와 지역재투자가 증가했다. 사회적 성과가 클수록 일자리 창출 재투자, 사회서비스 재투자와 근로자처우개선 재투자가 증가하는 경향을 보였다. 넷째, 정부와 민간의 재정지원이 직접적으로 사회적 재투자로 이어지기보다 경제적 성과를 통해 사회적 재투자에 영향을 미치는 메커니즘을 확인했다. 이를 바탕으로 사회적기업 지원정책에 대한 시사점을 제시했다.
